Seven citizen proposals from Skarpnäck will be transferred to the district administration for processing. The proposals concern, among other things, hammocks by Kaninparken, larger and bird-proof waste containers, a pump track for children in Bagarmossen, a disc golf course in Nackareservatet, a permanent noticeboard at Skarpnäck Cultural Centre, and better signage and a more child-friendly playground and park environment in Pungpinan.

Skarpnäck District Administration proposes that the district council file its response to the inquiry *The Path Towards Phase-Out* (SOU 2026:33). The administration supports proposals for a fossil-free society, including more electrified transport and work machinery, but wants the transition to be socially fair and the municipalities’ costs for vehicles, contracted services, and charging infrastructure to be better analysed.

Skarpnäck District Council will consider a consultation response on proposals for a more equitable preschool system with better support for children’s language development. The proposals include smaller groups, higher staffing levels, requirements for staff proficiency in Swedish, and language-enhancing activities for up to 25 hours a week; the administration is largely positive but calls for state funding, clearer impact assessments, and the possibility of local adaptations.

The administration proposes that the district council approve the response to the letter about public toilets in Skarpnäck. The Traffic Office plans to install an accessible toilet unit in Bagarmossen town centre in February 2027, while the administration will place seasonal portable toilets near, among other locations, splash pools and bathing areas during the summer.

Skarpnäck District Administration proposes that the committee submit the official report as its response to questions about reports of concern from preschools and child health centres (BVC). There were 55 such reports in 2024, 48 in 2025, and 26 up to 18 August 2026; the administration describes cooperation as established but wants, among other things, to strengthen family treatment, staff knowledge, and preventive support for young children and families.

A citizen proposal suggests replacing the gravel pitch near Ystadsvägen at Nytorps gärde with artificial turf, so that children and adults can play football for most of the year. Skarpnäck District Administration recommends rejecting the proposal because the gravel pitch can be used for more activities, is close to residential buildings, and artificial turf or other plastic-based alternatives may contribute to the spread of microplastics; natural grass is considered too maintenance-intensive.

The administration proposes that Skarpnäck District Council approve updated guidelines for grants to associations. The rules will be clarified and adapted to Stockholm’s new e-service, where associations can apply, submit documents, and track their cases digitally; grants may also be sought for local environmental, climate, and safety-enhancing initiatives. The administration will provide training and support, especially for associations that have difficulty using digital services.

The administration proposes that the Skarpnäck District Council approve the interim report for 2026, which indicates that the council is expected to contribute to the city’s objectives and achieve a surplus of SEK 19.6 million. The council is also proposed to apply for SEK 0.2 million in municipal housing allowances for people with disabilities and professional development, and to grant no more than SEK 300,000 in additional association funding.
