The Real Estate Department and the Sports Department propose that the City Council approve an extensive renovation and development of Kampementsbadet in Gärdet. The bath, currently in poor condition and not meeting modern standards, will be upgraded with a larger lap pool, an instruction pool, and a larger splash pool for children. The project also entails the demolition of most buildings, to be replaced with new, more accessible facilities, with the exception of one hangar building which will be renovated.

The Board of S:t Erik Frihamnen AB is to approve a budget proposal for 2027 and a plan extending to 2029. The company owns approximately 5,300 square meters of buildings in Frihamnen and Värtahamnen, which are slated for transfer to the Development Administration within 5-10 years to become part of the Norra Djurgårdsstaden urban development project. In the interim, the priority is to lease vacant premises through temporary contracts.

The Moderate Party has motioned to stop street racing, disturbances, and drug dealing on Strandvägen, proposing increased police presence, municipal security guards, speed bumps, speed cameras, and sound sensors. They also suggest investigating nightly road closures if other measures fail. The City of Stockholm responded that it has already implemented speed bumps and reprogrammed traffic lights, with plans to reintroduce temporary speed bumps for the summer and continue dialogue with the police.

Two Center Party politicians proposed a major upgrade for Stockholm's Valhallavägen to make it greener, safer, and more pleasant, including moving parking to garages for green spaces, playgrounds, and bike paths, and improving lighting and cleanliness. While many suggestions are already planned, the City Executive Board stated that other areas have higher investment priority, and the Traffic Committee and Norra innerstaden District Committee confirmed the need for improvements but noted the full proposal exceeds the current budget.

The Liberals propose that Stockholm should restore and preserve historical parks like Humlegården and Vasaparken, ensuring new installations match the original style and making it easier to establish small kiosks offering cultural and food items. While the City Executive Board believes the city already works in line with these intentions, the Liberals argue a clearer, long-term strategy is needed to preserve and vitalize the parks' unique character.

The City Planning Administration has drafted a new detailed plan for Storängsbotten in Hjorthagen, Ladugårdsgärdet, and Norra Djurgården. This plan aims to develop the Sports Park with new sports halls, expanded tennis facilities, and premises for health and care services. New sports halls will be built on the site of an old exhibition building to mitigate noise from Norra Länken, and the plan also seeks to safeguard the area's natural and cultural values.

The Sports Department has made three decisions: the artificial turf field on the roof of Engelbrektshallen will be expanded and its ball nets extended to improve sports conditions. Additionally, two employees will travel to Oslo to study new types of artificial turf fields, and the department head along with two division heads will also make a study trip to Norway.

The Real Estate Committee has responded to an inquiry from Henrik Virro (M) and others regarding the hybrid turf football pitches at Gärdet. The Real Estate Department explained that hybrid grass requires significantly more maintenance and has a shorter playing season (weeks 18-40) than artificial turf. A switch to artificial turf is not easily possible as the pitches are located in the National City Park, requiring approvals from the Royal Djurgården Administration and the County Administrative Board, and artificial turf was already rejected in 2021.

The City is developing a new detailed plan for the Ängsbotten 6 property and several others in Hjorthagen, aiming to construct new homes, care facilities, shops, commercial spaces, and a new park. The Environmental Administration has commented that air quality, noise from Norra Länken and the railyard, stormwater management, and potential contaminated land require more thorough investigation, and that certain measures to reduce environmental impact must be secured through planning regulations.

The City Executive Board considers many of these suggestions already part of existing plans, but prioritizes other areas more highly at present and lacks the budget for such a large project on Valhallavägen.

Kristin Jacobsson (Centre Party) questioned why residents at the Väduren senior housing facility were not allowed an after-dinner drink with their coffee at their self-organized Thursday gatherings, arguing it was unnecessary paternalism. City Commissioner for the Elderly and Culture, Torun Boucher (Left Party), responded that it was not paternalism but a matter of alcohol laws requiring serving permits when the city organizes activities. However, a solution has been found allowing residents to bring their own drinks when they organize the fika themselves in the common room, without the district being the organizer.

Per Rosencrantz (M) questioned Social Welfare Commissioner Alexander Ojanne (S) regarding increased insecurity in Hjorthagen following the opening of a homeless shelter for individuals with substance abuse issues. Residents have reported drug use, discarded needles, and a rise in crime. The Commissioner acknowledged these concerns, stating that outreach workers and security guards have been deployed, cleaning efforts intensified, and some residents relocated, leading to a reported decrease in problems.

Stockholm Parkering has submitted its annual report for 2025. The audit assesses that the company managed its operations well with sound finances, and that internal controls are generally sufficient. However, the company's investments are SEK 236 million lower than planned, primarily due to delayed construction starts for Hjorthagsgaraget and Sandhagsgatan P-hus. The audit also recommends that the company clarify responsibility roles in procurements and develop measures to reduce the risk of irregularities.

The Cemeteries Committee has approved additional financial support for the maintenance of burial grounds belonging to Hedvig Eleonora Parish and the Diocese of Stockholm. A total of SEK 2,838,947 will be distributed in 2026, designated for purposes such as restoring historically significant graves at Hedvig Eleonora cemetery and renovating fences at St. Jacob's cemetery.

The Sports Administration responded that hybrid grass pitches can be booked for 340 hours annually, significantly less than artificial turf pitches which allow up to 2810 hours, due to greater rest and maintenance requirements for hybrid grass. While a switch to artificial turf is complicated by the pitches' location within the National Urban Park, the administration is discussing options with relevant parties given the high demand for artificial turf pitches in Norra innerstaden.

Per Rosencrantz (M) questioned Social Affairs Commissioner Alexander Ojanne (S) regarding escalating insecurity in Hjorthagen, following the opening of a 40-unit halfway house for the homeless and those with substance abuse issues. Residents and businesses report drug-affected individuals, needles near playgrounds, thefts, and general unrest, with police warning of a potential open drug scene. Ojanne responded that threatening situations and crimes are unacceptable and that measures have been implemented to restore calm, including deploying outreach workers and security guards, increasing cleaning, and collaborating closely with the police. Additionally, disruptive residents have been relocated, and Ojanne believes these efforts have reduced reported problems significantly.

Stockholm Vatten och Avfall proposes to continue its collaboration with the Skansen Foundation to provide educational support for children and young people at the Baltic Sea Science Center. This ensures that students can continue to learn about water, waste, and the environment at Skansen, with a focus on the Baltic Sea. The proposed agreement, worth up to 3 million SEK annually, aims to disseminate information about sustainable behavior to young Stockholmers.

Stockholm Water and Waste wants to continue its collaboration with Skansen and their Baltic Sea Science Center. The agreement focuses on providing educational support to children and young people, particularly middle and high school students, to teach them more about water, the environment, and sustainability related to the Baltic Sea. The new agreement could cost up to 3 million SEK annually and is proposed to be signed without an open procurement, as Stockholm Water considers Skansen's operations to be unique and best suited for the task.

The City of Stockholm proposes a new detailed development plan for the Ängsbotten 6 area and surroundings in Hjorthagen. This plan would allow for the construction of approximately 420 new homes, including care housing, along with a grocery store and other local amenities. A public consultation meeting will be held on February 18, 2026, at Berghs School of Communication, and residents can submit their comments on the proposal until March 9, 2026.
