The report assessed that the organisation’s targets would largely be met and that the budget was balanced; the committee also reported changes to the budget framework amounting to SEK 0.8 million. The Labour Market Committee noted and filed the minutes of the Disability Council meetings on 26 August and 23 September 2026. The Employment Committee approved its second interim report for 2026 and forwarded it to the City Executive Board. The committee requested a total of SEK 73 million in budget adjustments, including for more adult education participants, refugee reception and the activity requirement. The Board approved the report on Stockholm Business Region’s results for the second four-month period of the year and its annual forecast, and submitted it to Stockholm Stadshus AB. The Moderates and Centre Party made a special statement addressing, among other things, declining ratings of businesses’ contacts with the city, unemployment, and the failure to meet the target for international establishment enquiries: 107 enquiries had been registered, against a full-year target of 200.

The Environment and Health Protection Committee opposed the proposal to introduce type approval for small houses, based on the available information, and approved the administration’s statement as its response. The Moderate Party wanted to support the proposal, which it believed could reduce construction red tape, processing times and housing costs, but its proposal was not supported; all Moderate Party members entered a formal reservation.

The Environment and Health Protection Committee approved the administration’s report as its response to the consultation on the City of Stockholm’s tree policy. The Moderates’ proposal to replace each municipal tree removed with two new trees was rejected; the Moderates and the Centre Party’s Ashna Ibrahim entered reservations. Members from the Sweden Democrats and the Liberals highlighted, among other things, the need to preserve valuable trees and keep costs and administration at a reasonable level.

The Environment and Health Committee approved the administration’s response to the consultation on guidelines for saunas in public spaces, and did not reject the proposal. The Moderates’ proposal to send the matter back for further review was not supported, and all Moderates entered reservations; Joakim Rönnbäck (L) and Ashna Ibrahim (C) also entered reservations against the decision. Critics warned, among other things, that rules on accessibility, operation and pricing could make it harder to run association-led and private saunas.

The Environment and Health Protection Committee approved the administration’s report as its response to the consultation on removing parts of the Igelbäcken Cultural Reserve near Hjulsta interchange. Representatives of the Green Party, Social Democrats and Left Party expressed concern about the loss of natural and cultural values and increased traffic and environmental impacts in Järva, stressing that mitigation measures must be implemented and monitored.

The Environment and Health Protection Committee approved the Environment Department’s report as the City’s response to the consultation on a national ban on PFAS in certain consumer products. The Moderate Party and the Liberals welcomed the proposal but wanted the ban to cover more products and the City to phase out PFAS more quickly, especially in facilities for children; the committee adopted the department’s proposal.

The Sports Committee decided to grant Spårvägens Tennis Club SEK 650,000 to help with a new lease. The decision followed the administration’s proposal, and the paragraph was adopted immediately.

In a joint statement, the Centre Party, Moderate Party and Sweden Democrats noted that the report showed a surplus of SEK 11.8 million, but that several sports facilities were delayed and access to sports halls and swimming pools remained limited; they called for clearer timelines and an account of the consequences.

The Elderly Affairs Committee adopted the administration’s response to the audit report on welfare technology in elderly care and sent it to the Audit Office. The auditors called for clearer strategies and faster implementation to help ensure a sustainable workforce; the administration disagreed with the audit’s view of how responsibilities are divided. Members from the Moderate Party, the Liberal Party and the Centre Party submitted separate statements calling for greater political will and faster, tangible results.

The Elderly Care Administration proposes that, from 1 November 2026, people aged 65 or over who live in Stockholm should be able to receive digital support and visit meeting places for seniors without an individual needs assessment. The digital support would help with digital tools, contacts with public authorities and online safety, while the meeting places would offer exercise, social interaction and cultural activities without visitors’ identities having to be documented; advisory conversations, discussion groups, eviction prevention, support for relatives and the Senior Guide are instead proposed as working methods within other services.

The Elderly Care Committee approved the January–August 2026 interim report and forwarded it to the City Executive Board and the city’s auditors. The committee also applied for a SEK 12.6 million budget adjustment for Project NU and a SEK 5 million change; the administration’s proposal was adopted over the Moderates’ proposal. The Liberals and Centre Party made separate statements, including on the need for more nursing homes and senior housing, while the Moderates criticised the report’s account of the challenges facing the services.

The Environment Department proposes that the committee approve a consultation response on Stockholm’s new climate adaptation action plan, which will replace the 2022–2025 plan. The plan includes 25 activities to address heatwaves, drought, cloudbursts, flooding and other climate risks, with a particular focus on vulnerable groups, biodiversity and resilient urban development; the department also wants to prioritise improved data sharing and consideration of the risk that soil contaminants may spread through infiltration.

The Environment and Health Administration proposes that Stockholm approve a new cooperation agreement for Environmental Cooperation in Stockholm County for 2027–2030 and authorize the head of the administration to sign it. The cooperation aims to make municipalities’ supervision of the environment, public health, and food more consistent and efficient through shared methods, training, and resources; Stockholm’s fee is proposed to be SEK 199,000 for 2027.

The Environment Administration proposes that the committee approve the response to questions about how Stockholm treats phosphorus in lakes and waterways. Sediment treatment is generally considered to have a longer-lasting effect than adding aluminium to the water, but it costs somewhat more and may pose risks to pipelines, archaeological remains and contaminated lakebeds; therefore, water treatment is used, for example, in Riddarfjärden. The City has not yet compared the cost per amount of phosphorus bound, and treatment may need to be repeated if new phosphorus discharges continue, as illustrated by Långsjön after about 20 years.

The Environment Administration proposes that the committee approve the report on three ongoing EU projects under Interreg Europe: GH2M, Refocus, and TAAS, running from April 2024 to March 2028. The projects cover areas including green hydrogen, fossil-free transport, and more sustainable tourism, and aim to provide proposals for developing Stockholm’s climate action plan while improving the city’s methods and monitoring.

The matter concerns reporting the minutes and notes from the meeting of the Disability Council. The meeting discussed, among other things, how the new property-based collection of packaging from 2027 will work for people with disabilities; property owners are responsible for the solutions, while Stockholm Vatten och Avfall has a central role, and the city will continue working on accessible alternatives where collection at the property is not possible.

The Social Services Committee noted several documents, including statements on proposed interpreting fees and a ban on using children as interpreters, healthcare preparedness, and a needs-based healthcare guarantee. The Social Services Department opposed interpreting fees and the ban on child interpreters, called for clearer preparedness for people with extensive support needs, and supported shorter waiting times for specialist care, especially child and adolescent psychiatry; the minutes recorded no further decision.

The Social Services Committee’s Organization and Associations Subcommittee approved several time-limited grants for support services, including those for people with addiction, young people exposed to violence, and people with disabilities. For example, Process Kedjan received SEK 183,000, Stockholm 12 received SEK 125,000, and Fryshuset received SEK 150,000; the organizations must report how the funds were used.

The Cultural Affairs Committee will consider a proposal allowing four committee representatives—two from the majority and two from the opposition—to attend the Swedish Association of Local Authorities and Regions (SALAR) culture and leisure conference in Jönköping on 4–5 November 2026. The Culture Administration proposes that the city cover travel, accommodation, and the participation fee, and that attendance qualify for a stipend; the conference will address, among other topics, safety and the mental and physical health of children and young people through cooperation between schools, social services, and cultural and leisure activities.

The Cultural Affairs Committee will consider Birgitta Rydell (L) stepping down from her position on Stockholm’s Art Council. The Cultural Administration proposes that substitute member Niclas Peyron (L) become a regular member and that Christina Tufvesson (L) be appointed as the new substitute member through December 31, 2026; the Art Council advises on the artistic design of buildings and public spaces.

The Cultural Affairs Committee is to register the minutes from the Disability Council’s meeting on September 1, 2026. The council was informed about the city’s program for children’s right to culture, which aims to give all children better opportunities to experience and create culture, with particular focus on, among others, children with disabilities and children in low-income households. The council also discussed inadequate accessibility at Medborgarhuset at Medborgarplatsen, where a high curb makes it difficult for special transport services, as well as a proposal for a more equal role for cultural coordinators in the city districts.

The weekly totals are 1,420 hours for the general public, 349 hours for school swimming, 258.5 hours for the city’s swimming school, and 847 hours for associations; associations receiving city support are given priority, especially activities for children and young people aged 7–20 and for people with disabilities.

The Sports Administration proposes that the Sports Committee approve the response to questions about preventing gang recruitment and other crime at Stockholm’s sports facilities. The administration describes weekly situation reports, reporting through incident reporters and facility councils, cooperation with the police and social services, and possible measures such as improved lighting, clearer sightlines, security guards, and camera surveillance at specially prioritised locations. Staff receive ongoing training in areas including conflict management, threats and violence, and identifying violent extremism.

The Sports Administration proposes that the Sports Committee approve the response to questions from the Liberals, Centre Party and Moderates about Stockholm BMX Arena. The administration states that regular activities can continue, but that an ongoing detailed development plan for Högdalstopparna could provide more land for sports and better opportunities to host competitions with temporary toilets, medical services and team tents; larger competitions will also continue to require permits for public spaces.

The Sports Administration proposes that the Sports Committee approve the response to a letter from Hanna Wistrand (L) and Mikael Peterson (C) on how the needs of sports can be given a clearer role in Stockholm’s urban development. The Administration explains that the city’s programme for sports, exercise and outdoor recreation, along with its strategy for sports facilities, should guide all committees and municipal companies, and that sports issues should be addressed early when planning new areas, facilities and green spaces.

The Sports Administration proposes that the Sports Committee approve a consultation response supporting Stockholm’s updated climate adaptation action plan. The plan contains 25 measures to address issues including heatwaves and heavy rainfall; at sports facilities and recreational areas, it proposes more shade-providing vegetation, improved environments for visitors, and additional drinking-water stations where needed.

The Real Estate Administration and Sports Administration propose continuing planning for new sports facilities at Vårbergs IP in Skärholmen. The existing rink will be demolished, and the area is proposed to include a multisport court, four basketball courts, a motor skills course, climbing facilities, an outdoor gym, improved lighting, and a more accessible entrance, with a particular focus on children and young people. Construction is planned to begin in the second quarter of 2027, and the facility is scheduled for completion in the second quarter of 2028.

The Sports Administration proposes that the Sports Committee invest SEK 10 million in movable equipment and furniture for the sports facilities at Gjutmästaren 6 in Ulvsunda. This includes sports equipment, flooring, scrubber-dryers, furniture, waste bins and storage cabinets; the cost has increased from SEK 8 million to SEK 10 million, mainly due to price increases, and can be accommodated within the 2026 investment budget.

The Real Estate Committee noted delegated decisions made within the Real Estate Administration, including the sale of two tenant-owned apartments in Minneberg. The chair had decided to increase the investigation budget for technical upgrades to Separatorhuset at Klamparen 8 by a further SEK 5 million, bringing the total to SEK 17 million; the building is being assessed for possible conversion into a hotel with a spa, restaurant and conference facilities.

The Elderly Care Administration proposes that Henrik Sundqvist be appointed as a member of the joint Council for Disability Issues for the Social Services Committee, the Elderly Care Committee and the Guardianship Committee. He would replace Elsa Brunemalm and serve until the end of the term of office on 31 December 2026; the matter is also submitted to the Social Services Committee and the Guardianship Committee for information.

The management group agreed on clarified salary criteria and employee appraisals, which would be discussed with staff during the autumn and introduced in appraisals in November 2026. The group also received updates on operations and the budget, including plans to establish a coordination function for meals and food, and the start of work on the 2027 budget.

The Service Committee approved its first four-month report for 2026 and requested budget adjustments of SEK 5.3 million for operating costs and supplies for the city’s emergency stockpile, and SEK 2.4 million for a building-material reuse centre. A Moderate Party member dissented, criticising, among other things, the procurement operation’s inadequate funding. The committee also approved its response to the auditors’ 2025 annual report. The auditors found that operations were generally satisfactory, but that the city needed to improve its food purchasing in line with environmental goals.

The Service Committee expressed support for the proposal for a national ban on PFAS above certain threshold levels in clothing, shoes, waterproofing products, cosmetics, kitchen utensils and ski wax. The administration noted that Denmark and France had already introduced bans and that the aim was to quickly reduce emissions; the minutes did not state the voting result.

The Service Committee approved the 2026 interim report and submitted it to the City Executive Board. The report forecast a balanced budget after the use of retained funds; the committee also reported changes totaling SEK 15.3 million and requested a SEK 10.6 million budget adjustment for specific assignments.

The Chair of the Social Services Committee is proposed to report their urgent response to the consultation on municipal rental guarantees for households with children to the committee. The proposal means that the Social Services Administration should update the regulations and delegation procedures, if the City Council approves the necessary changes, so that the city can implement rental guarantees under the new ordinance.

The Social Services Administration proposes that the Social Services Committee file the July 2026 monthly report. The forecast shows a surplus of SEK 6.8 million, but deficits are expected in homelessness and addiction services, as well as emergency and advisory services; the administration will later request additional funding for, among other things, LSS summer camps, newly arrived residents, and family counselling.

The Moderate Party asks how artificial intelligence (AI) can be used to reduce administration in social services, for example by transcribing client conversations and creating case notes, while protecting sensitive personal data. The Social Services Administration proposes that the committee approve the response: some automated e-services are already in use, but the city does not yet have an AI transcription tool; a preliminary study has been completed, and preparations for a possible pilot project could begin in autumn 2026 or winter 2026/2027.

The Social Services Administration proposes that the City commission an investigation into a new group home under the Act concerning Support and Service for Persons with Certain Functional Impairments (LSS) at Hjälmfast 86 in Järva. The residence would have six apartments, shared areas and staff facilities, with possible occupancy in 2033; the investigation and detailed development plan are estimated to cost approximately SEK 3 million excluding VAT.

The Social Services Administration and Enskede-Årsta-Vantör District Administration propose that the city plan a new group home in Högdalen under the Act concerning Support and Service for Persons with Certain Functional Impairments (LSS). The home would have six apartments and staff around the clock, with move-in planned for 2028, and is expected to help reduce the shortage of places for people with disabilities; the preliminary annual rent is approximately SEK 1.6 million.

The Social Services Administration proposes planning a new supported residence in Sätra Centrum for people with disabilities under the Act concerning Support and Service for Persons with Certain Functional Impairments (LSS) or the Social Services Act (SoL). The residence is planned to include twelve apartments, a common area, and round-the-clock staff support, with occupancy expected around 2030 and an estimated total annual rent of approximately SEK 1.2 million.

The Social Services Administration proposes converting a former preschool facility at Fondbersån 2 on Friherregatan in Hässelby into a group home under the Act concerning Support and Service for Persons with Certain Functional Impairments (LSS). The Social Services Administration proposes that the Social Welfare Committee approve a revised delegation framework effective 1 October 2026. It specifies which officials and committees may make decisions on the committee’s behalf, including decisions on the new activity requirement for people receiving income support and municipal rental guarantees for households with children.

The Social Services Administration proposes that Gulan Avci (L) be appointed as a member and deputy chair of the Social Services Committee’s Licensing Committee for the remainder of 2026. She is proposed to replace Jan Jönsson (L), who stepped down from his assignments effective June 15, 2026.

The Social Services Administration proposes that the Social Services Committee approve the follow-up of cooperation with nonprofit organizations providing temporary support to vulnerable EU and third-country nationals. From November 2025 to April 2026, a night shelter offered 56 places and recorded 8,829 overnight stays, while six day centers had 31,938 visits and provided food, showers, laundry, advice, and assistance in contacting authorities.

The Social Services Administration proposes that the Social Welfare Committee approve the annual statistics on reports to the Health and Social Care Inspectorate (IVO) and the police concerning suspected incorrect payments for personal assistance, and that the report be submitted to the City Council. Between February 2025 and March 2026, one IVO report was submitted by the Skarpnäck District Administration against an assistance coordinator; the material contains no reports to the police.

The Social Services Administration and the Education Administration propose that the committees approve the report on the 2026 Stockholm Survey and share it with all district committees. The survey is based on responses from 15,990 students at 184 schools and shows, among other things, that girls more often experience mental ill-health, school-related stress, and insecurity, while alcohol and gambling habits, as well as the use of nicotine and drugs, vary by gender and school year; the results will be used in the city’s preventive work with young people.

The Education Administration and Social Services Administration propose new joint guidelines for how schools and social services should cooperate regarding children and young people who are being harmed or are at risk of being harmed. The guidelines will replace those from 2009 and clarify responsibilities, procedures and support, so that children and families receive more equal and coordinated assistance regardless of where in Stockholm they live or attend school; the matter will then be submitted to the City Council.

The Social Services Administration proposes a housing plan for 2026–2035 covering group homes, service residences, and supported housing under the Act concerning Support and Service for Persons with Certain Functional Impairments (LSS) and the Social Services Act (SoL). If the planned projects are completed, approximately 890 new places will be added, but the city is still expected to lack around 270 homes by 2035; currently, there are approximately 1,800 places compared with a need for about 2,500.

The Social Services Committee is proposed to approve its interim report for January–August 2026, which follows up on operations, targets, finances, and the forecast for the rest of the year. The committee also proposes applying for a total of SEK 100.3 million in additional funding for, among other things, social investments, family counselling, costs for newly arrived residents, and the development of social services systems.

The Moderate Party proposes reviewing Stockholm’s long-term target of 140,000 new homes and stopping several planned construction projects in green areas. The Social Services Administration proposes approving the consultation response and warns that reduced or delayed construction could lead to longer waiting times and higher costs, as the city already lacks group homes, service homes, and supported housing under the Act concerning Support and Service for Persons with Certain Functional Impairments (LSS) and the Social Services Act (SoL). The projects in Karl Bondes skog and Nytorps Gärde are considered particularly important for people who need this type of housing.

The Culture Administration proposes investigating a combined library and arts school hub in Liljeholmen town centre, with a library, teaching facilities, a stage and meeting spaces for all ages. The administration will develop cost estimates and proposed lease terms in dialogue with the property owner, Citycon; a direction-setting decision is planned for 2028.

The Culture Administration proposes that Stockholm support a national investment programme for culture, including tax deductions for donations and public co-financing of private contributions. At the same time, the Administration stresses that private funds should supplement, not replace, public funding, and wants, among other things, to raise the proposed SEK 1 million limit for donations by individuals and find a solution that also includes organisations such as Folkoperan, Fasching and Zita Cinema.

The Sports Administration will report several decisions made under delegated authority, including the renovation and development of the basketball court on the roof of S:t Erikshallen at S:t Eriks Upper Secondary School, the temporary appointment of Niklas Pettersson as head of the administration from 20 to 28 September, and participation in an educational seminar in Bolzano. The matter also covers financial support for many sports associations, including support for low membership fees, adaptive sports equipment, informal football, environmental initiatives, and various sporting events.

The Property Committee is proposed to begin negotiations to purchase 13 cooperative apartments in the Hornsberg blocks on Kungsholmen for supported housing for people with disabilities. The housing will comprise approximately 500 square metres, of which around 80 square metres will be staff and communal areas, and is expected to be ready for use in 2029; the cost is estimated at approximately SEK 57 million.

The Real Estate Office proposes renovating the City Hall Tower with a new copper roof, repaired brick façade, restored cultural and historical details, and improved fire safety, lighting, and lightning protection systems. The work is proposed to begin in 2027 and be completed in 2028, after which the tower is expected to last for nearly 100 years; visitors may encounter a closed tower during two tourist seasons.

The Real Estate Office and the Sports Administration propose continuing the planning for new sports facilities at Vårberg Sports Ground, with construction scheduled to begin in spring 2027 and completion in spring 2028. The proposal includes a multisport court, four smaller basketball courts, table tennis tables, a motor skills course, climbing facilities, an outdoor gym, improved lighting, and a more accessible entrance to encourage informal sports and increase safety, especially for children and young people.

The Real Estate Administration proposes investigating the Philipsson Garage beneath Johannes Church ahead of a major modernization of the shelter and parking garage. The shelter can accommodate approximately 5,500 people and the garage around 250 cars; the investigation is estimated to cost up to SEK 8 million, and a completed renovation could be carried out no earlier than around 2028–2029.

The Real Estate Administration proposes that the city investigate modernizing the Katarinaberget special shelter beneath Södermalm, between Katarinavägen and Björns trädgård. The shelter can accommodate around 11,000 people, and the garage has space for 550 cars; the investigation is estimated to cost up to SEK 9 million, while the project could later cost more than SEK 300 million. The aim is to restore the shelter’s function and eventually open the garage for rental, with construction planned to start in 2028 and be completed in 2031.

The Real Estate Office proposes that the City investigate modernising the Vattugaraget special shelter beneath Klara Church in central Stockholm. The shelter can accommodate approximately 8,000 people and is currently used as a parking garage; the investigation will examine technical systems, the concrete structure and the parking facility’s function, with a budget of up to SEK 8 million. A preliminary refurbishment could take place in 2028–2029, but the total investment cost has not yet been determined.

The Real Estate Office proposes that the Real Estate Committee approve the response to questions about three-dimensional property formation, whereby different parts of the same building can be owned separately. The Office is working on possible solutions for Dalen 20, which includes senior housing and Sandsborgsbadet, and is also discussing Gjutmästaren 6 at Ulvsunda Sports Centre; such solutions could allow sports facilities alongside offices or housing but would require complex rules on responsibility, maintenance, and costs.

The Property Committee is proposed to approve the Property Office’s response to the consultation on a new tree policy for the City of Stockholm and forward it to the City Executive Board. The policy includes replacing every felled tree with two trees in the local area, increasing tree canopy cover to at least 30 percent in heat-exposed areas, and compensating locally for green spaces used in development. The Property Office welcomes the proposal but notes that implementation will require additional resources and better monitoring.

The Real Estate Office proposes that the City of Stockholm apply for membership in Husbyggnadsvaror HBV Förening, which offers procured framework agreements for building materials, appliances, locks and entrance systems, as well as operations and maintenance. Membership costs a one-time contribution of SEK 40,000 and could reduce the need for the city to conduct its own procurements, which the office says could lead to more efficient purchasing and better cost control.

The Property Department’s interim report for the Property Committee covering the year’s second four-month period will be considered. The documents will be distributed later, so there is not yet any information about the committee’s finances or operating results.

The Disability Issues Council provides information about the upcoming property-based collection of packaging from 1 January 2027 and discusses how waste management should work for people with disabilities. Property owners are responsible for the solutions, while Stockholm Vatten och Avfall organises collection and the Environmental Administration provides oversight; the city is also working on exemptions and alternatives where waste rooms or containers cannot be accommodated. The presidiums emphasise that no one should have to apply for home care services or pay extra to dispose of their waste, and the issue will be followed up with a focus on accessibility.

The matter concerns a proposed temporary sports hall at Dalhagen football field in Akalla, primarily for club and school sports. The hall is planned to include a full-size playing court, changing rooms, and accessible facilities, and could be used for up to 15 years, including to replace activities when Husby Sports Hall is demolished ahead of the new Husby swimming centre.

The Board of Stockholm Water and Waste approved the status reports for SFA for September 2026 and SFV for August 2026. The reports were submitted to Stockholm Stadshus AB for information, and the decision was adjusted immediately.

The Board of S:t Erik Försäkrings AB will review the audit in September 2026. The documentation shows that Ernst & Young (EY) has only performed audit services for the company, that no other services have been paid for, and that the auditor’s fees fall within the permitted limits.

The board is proposed to adopt several new policies and action plans, including those concerning an age-friendly city, the rights of LGBTQI people, national minorities, and Roma inclusion. The plans aim to strengthen the participation, security, and access to municipal services of Roma people and other minorities, while replacing older guidelines and strategies. The matter also includes financial policies for the city and Stockholm Stadshus AB, with rules on borrowing, investments, and financial risks.

The Board is proposed to approve S:t Erik Försäkrings AB’s interim financial statements for the second four-month period of the year and its report on integrated management and governance (ILS). The report shows, among other things, a result of SEK 26.6 million, a low risk level, and that the company expects to achieve its financial targets for the year; work on loss-prevention measures, risk inspections, and fire-safe timber construction is continuing.

The claims report will be considered by the board and shows the development of claims through September 8, 2026. Four new major claims exceeding SEK 1 million have been reported: three fires, including fires in apartments owned by AB Stockholmshem and in a park play facility, and water damage at AB Svenska Bostäder; total costs are estimated at approximately SEK 14 million. In total, there are 30 open claims with reserves of around SEK 66.7 million.

The Internal Audit is proposed to review a report on internal governance and control at S:t Erik Insurance AB, focusing on the central outsourced risk function during the period from the first quarter of 2025 to the first quarter of 2026. The review finds that the work is functioning in several respects, but that improvements are needed, and makes four recommendations: a more comprehensive risk register and clearer links between the risk analysis, annual plan, risk reports, and annual report; according to the plan, the measures are to be implemented by 2026–2027.

The Board of S:t Erik Försäkrings AB is proposed to approve the conclusions of the 2026 Own Risk and Solvency Assessment (ORSA) and establish four scenarios for the 2027–2030 analysis. The scenarios include a baseline scenario and three adverse scenarios involving maximum claims costs, worsened reinsurance terms, and a combination of these, to assess the company’s financial resilience and need for action.

The risk report for S:t Erik Försäkrings AB will be considered by the board. It assesses the overall risk as low and shows that the company’s solvency capital ratio was 503 percent as of June 30, 2026, well above both the statutory requirement of 100 percent and the board’s threshold of 150 percent. At the same time, the report identifies a need for continued work on IT security, reliance on external suppliers, and testing backup and recovery procedures following several service disruptions.

S:t Erik Försäkrings AB’s compliance report for the period 13 May–10 September 2026 is to be considered. The review is proposed to show that the company has effective procedures for conflicts of interest and for the competence of employees and the board, but that certain policy documents need clarification in line with recommendations related to the DORA Regulation; this work will continue during 2026.

The matter concerns a financial monthly report for S:t Erik Försäkrings AB for August 2026, submitted for information. The company’s assets total SEK 486 million, which is SEK 3 million less than the previous month, and the interest rate was 2.44 percent; the report also describes the municipal group’s borrowing, interest rates, and the economic environment.

The Board will consider S:t Erik Försäkrings AB’s report on its position during the first two four-month periods of the year. The company reports a pre-tax profit of SEK 26.6 million, expects the full-year result to be roughly in line with the budget, and has a high solvency ratio of 503 percent. The report also covers loss-prevention efforts, research into fire-safe timber construction, information security, and plans for the upcoming reinsurance procurement.

The Board is proposed to approve the notification of several consultation responses and other documents. One agreement proposes protecting additional valuable forest areas in the Bornsjön Nature Reserve, with the aim of safeguarding Stockholm’s reserve water supply and natural assets; no forestry activities should take place in the areas before compensation has been assessed. In response to the review of Syvab AB, it is stated that governance and finances are largely functioning well, but the company is proposed to improve its documentation of internal controls and its assessment of operational objectives.

Stockholm Vatten och Avfall proposes that the Board approve the report on the evaluation of Stockholm’s stormwater strategy and forward it to Stockholm Stadshus AB. The evaluation shows that the strategy adopted in 2015 remains relevant and consistent with current legislation, but that certain parts need updating and that responsibilities, costs, and practical application need to be clarified in urban planning.

The Board is proposed to approve a progress report on the Stockholm Future Water Supply programme and forward it to Stockholm Stadshus AB. The programme aims to secure the long-term drinking water supply through investments in water treatment plants, reservoirs and main pipelines; total projected investment is approximately SEK 19.2–20 billion, with a target capacity of 534,000 cubic metres of water per day by 2050. The report identifies no new major deviations, but some projects may become more expensive and affect other investments.

Stockholm Vatten och Avfall proposes that the progress report for the Stockholm’s Future Wastewater Treatment project be approved and submitted to Stockholm Stadshus AB. According to the report, the project is largely on schedule: wastewater should be able to flow from Bromma to Henriksdal in 2028, the Henriksdal treatment plant should be fully completed in 2031, and the budget forecast remains SEK 19.5 billion at 2023 price levels. The project includes a 14-kilometre tunnel and expansions of the treatment plants at Henriksdal and Sickla, allowing the Bromma treatment plant to be closed and reducing noise, odour and transport impacts.

The board of Stockholm Water and Waste is proposed to adopt several action plans through 2030 on human rights: an age-friendly city, the rights of national minorities and the Sámi, LGBTQI rights, Roma inclusion, children’s rights, and gender equality. The plans will guide the company’s work on equal rights, participation, safety, and equal conditions, while older programmes on children’s rights and gender equality are proposed to be discontinued.

Ongoing fees would increase by 12 percent, equivalent to approximately SEK 83 more per month for a detached house and SEK 48 per apartment in a multi-family building; one-time fees for connecting a property would increase by an average of 32 percent.

The Board of Stockholm Water and Waste AB is proposed to adopt a policy ensuring that the company’s sale of goods and services takes place on equal and competitively neutral terms. The policy includes market-based pricing, regular assessments of risks of distorting competition, and procedures for complaints; it is proposed to take effect on 1 October 2026.

The Board is proposed to adopt the updated financial policy for Stockholms Stadshus AB and its subsidiaries. The policy regulates, among other things, how the companies borrow, invest funds, and manage financial risks; this year’s changes are editorial only and do not directly affect residents’ daily lives.

The Board is proposed to approve Stockholm Vatten och Avfall AB’s revised multi-year plan for 2027–2029. For 2027, the result after capital costs is expected to be SEK 69 million, SEK 99 million lower than in the previous plan, mainly because water and wastewater revenues are estimated to decrease by SEK 64 million and interest expenses to increase by just over SEK 81 million; the company proposes addressing this through approximately SEK 45 million in lower operating costs.

The Board of Stockholm Water and Waste is proposed to approve the financial monthly report for July 2026. The report shows that the company’s loans amount to SEK 36,877 million, that 85.8 percent of the SEK 43,000 million borrowing limit is being used, and that the interest rate was 2.83 percent; according to the forecast, a one-percentage-point increase in interest rates would raise costs by approximately SEK 368.8 million over one year.

The City Council will receive the minutes from Stockholm Vatten och Avfall AB’s board meeting on 11 June 2026. The minutes include financial monitoring, major investment projects, waste management, water and sewage, as well as new instructions for the company’s work.

The board is proposed to approve the notification of several referrals and documents. These include an agreement to protect additional forest within the Bornsjön nature reserve, which is important both for its natural values and for Stockholm’s reserve water supply; forestry will be limited in the affected areas, with compensation planned within five to six years. An audit of Syvab AB finds that the company’s governance and finances are generally functioning well, but recommends better-documented follow-up of internal controls and operational objectives.

It is proposed that Stockholm Vatten AB approve the registration of the company’s consultation response on Huddinge Municipality’s water services plan. The plan concerns the long-term expansion of water and sewage services and measures to address cloudbursts; the company considers that its previous comments have been taken into account and has no new objections. For residents and property owners, future expansion may entail new connection and usage fees, while the costs of climate adaptation and environmental requirements may ultimately affect water and sewage tariffs.

Stockholm Vatten och Avfall proposes that the evaluation of the city’s stormwater strategy be approved and forwarded for further processing. The strategy, adopted in 2015, is still considered effective and consistent with legislation, but some parts should be updated, and the city needs to clarify responsibilities, costs, and how stormwater is to be managed in urban planning.

The Board of Stockholm Vatten AB is proposed to approve a compilation of investments decided by the Chief Executive Officer during January–June 2026, ranging from SEK 10 million to SEK 50 million. The investments concern, among other things, the renewal of water and sewage pipelines, new pumping stations and measures at water treatment plants, as well as the relocation of pipelines required for planned housing, metro expansion and other construction projects.

The Board is proposed to approve the progress report for Stockholm’s Future Water Supply (SFV) and forward it to Stockholm Vatten och Avfall. The programme aims to secure the future drinking water supply through renovations of waterworks, reservoirs and main pipelines; the report shows no new major deviations, although some projects risk becoming more expensive. It covers around 30 ongoing projects and is estimated to require approximately SEK 20 billion over its duration, with the goal of enabling the drinking water system to produce 534,000 cubic metres per day by 2050.

Stockholm Vatten och Avfall proposes a new water and wastewater tariff from 1 January 2027, which will also be submitted to the municipal councils of Stockholm and Huddinge. The recurring charges are proposed to increase by 12 percent, equivalent to approximately SEK 83 more per month for a detached house and SEK 48 more per apartment per month in a multi-unit building; connection charges are proposed to increase by an average of 32 percent.

Stockholm Vatten proposes upgrading the UV facility at the Östra Norsborg waterworks to safeguard drinking water quality when the raw water contains higher levels of organic matter and bacteria. The project includes three UV units and associated controls, with a proposed budget of up to SEK 52 million; the work is planned in stages from late 2027 to early 2029 without disrupting water production.

Stockholm Vatten och Avfall proposes investing up to SEK 62 million in Blackeberg phases 2 and 3. The project will rebuild and supplement water, wastewater and stormwater pipelines to enable around 380 new homes, as well as improvements to streets, walking and cycling paths, and parks. The work is planned to run from late 2026 to mid-2028, but costs have increased sharply due to factors including bedrock, high groundwater levels and contaminated groundwater.

Stockholm Avfall AB proposes that the project for a new recycling centre in Lövsta be cancelled, as Stockholm Exergi has not received an environmental permit for the combined heat and power plant that would have required the current recycling centre to be relocated. The SEK 8.6 million already spent on planning and investigations is proposed to be recorded as an expense, while the existing recycling centre will receive only minor maintenance and improvements for the time being.

The Board of Stockholm Avfall AB is proposed to adopt a policy on competitive neutrality, effective October 1, 2026. The policy will ensure that the company’s sales comply with the law on public-sector sales activities and are conducted commercially, transparently, and on equal terms, including through market-based pricing and regular competition assessments.

The Waste Management Administration proposes that the Waste Committee approve a report on decisions made by officials under delegated authority during May–July 2026. The decisions concern, among other things, temporary suspensions of waste collection, shared waste containers, and changed emptying intervals for grease separators at addresses across Stockholm; several applications were approved in full, approved in part, or rejected.

The Waste Management Board proposes a waste fee schedule for 2027, with an average increase of 3 percent, to be forwarded to the City Council for approval. This would mean approximately SEK 105 more per year for detached homes and SEK 55 more per year for an apartment; separately sorted food waste is proposed to remain free, while fees for apartment buildings and businesses vary depending on the collection system.

The Waste Management Board is proposed to approve updated delegation rules, specifying which decisions may be made by the department director and experts instead of the Board. The proposal updates references to Stockholm’s waste regulations and adds delegated authority for matters including exemptions from property-near collection and the municipality’s secondary responsibility for retail waste, which should speed up processing.

The Waste Management Board will consider the minutes from its meeting on June 11, 2026. They include, among other things, a proposal in principle to increase the waste fee by 4 percent in 2027 and proposed changes to Stockholm’s waste management regulations; the fee will be developed in greater detail later, and the regulations are proposed for submission to the City Council.

Stockholm Housing Agency presented board statistics for September 2026. The board decided to note the statistics, with no further decision about the housing agency.

The Housing Agency’s consultation response on the city’s cultural programme highlighted how stable housing affects people’s ability to participate in cultural and community life. In its response on the city’s housing targets, the company noted that demand for rental housing remains high and that any changes to construction should be preceded by a comprehensive analysis; the minutes did not say how the consultation responses were handled.

The board of Bostadsförmedlingen i Stockholm AB adopted the financial policy for the Stockholms Stadshus AB group on 24 September 2026. The policy sets out how the group’s finances and financial risks are to be managed.

The Board adopted several new citywide plans and guidelines that Bostadsförmedlingen must follow, including measures against racism and policies on the rights of older people, national minorities, LGBTQI people and Roma. The company must also follow the city’s new procurement programme and waste plan, draw up its own rules on representation, bribery and conflicts of interest, and use a new programme for municipal service providers; several older plans and guidelines have been discontinued.

The Board of Bostadsförmedlingen i Stockholm AB adopted the revised rules of procedure and instructions on the division of responsibilities between the board and the managing director. The decision concerned the company’s internal operations and did not directly change how Stockholm residents apply for housing.

The Board of Bostadsförmedlingen i Stockholm AB approved the second interim report for 2026, including a forecast for the year’s results. The report also included a review of the company’s internal controls.

The Guardianship Board noted the Disability Council’s minutes from 20 August 2026. No other decisions or discussions are reported.

The Hässelby-Vällingby district committee approved the administration’s response to the Centre Party’s proposal on allotment gardens and urban farming. The administration agreed that urban farming is beneficial, but noted that allocating new land for allotment gardens must be weighed against other needs and would likely be considered as part of the comprehensive planning process; other efforts to promote urban farming are under way, including work with the Traffic Administration.

The committee noted the minutes of the Hässelby-Vällingby Pensioners’ Council meeting held on 14 September 2026. It decided in line with the administration’s proposal; no other decisions or voting results were reported.

The Hässelby-Vällingby District Council received a report on three decisions made by officials under delegated authority between 20 July and 7 September 2026: two terminations of unused placements and one Lex Sarah investigation. The Council approved the administration’s proposal; the minutes recorded no objections or voting results.

The Hässelby-Vällingby District Council noted the administration’s quarterly report on decisions concerning disability services, social psychiatry and elderly care that had not yet been implemented, and filed it. The administration had reported the information to the Health and Social Care Inspectorate (IVO); the council approved the administration’s proposal.

The Hässelby-Vällingby District Council approved the administration’s statement on the detailed development plan for Kärrliljan 1 in Hässelby villastad. Members from the Moderates, Liberals and Centre Party called for lower buildings, better traffic and parking solutions, more greenery, and at least 300 square metres of ground-floor premises; their separate statement did not change the decision.

The Hässelby-Vällingby District Council approved the administration’s consultation response on how preschools can become more equitable and support children’s language development, and sent it to the City Executive Board. The Moderates entered a formal reservation, calling, among other things, for national requirements for staff’s Swedish-language skills and for testing new methods to strengthen language development.

The committee approved the administration’s response to the citizen proposal to stop the soil remediation at the allotments below Riddersvik Manor and move the allotment holders to Kyrkhamn. The response referred to the completed detailed development plan and the recently established nature reserve: changes were considered neither timely nor possible at this stage.

The Hässelby-Vällingby District Council approved planning for a group home for people with disabilities at Fondbersån 2, in a building previously used as a preschool. The home is planned to have six apartments and shared spaces, with residents expected to move in by 2028 and an estimated annual rent of SEK 2.4 million.

The Hässelby-Vällingby District Council approved the 2026 three-month report and forwarded it to the City Executive Board. The council reported and requested several budget adjustments, returned investment funds and applied for SEK 276,740 for dementia training; members from the Moderate, Liberal and Centre parties raised concerns about long-term unemployment, children’s school results and the risk of evictions affecting children.

The department director reported on activities at preschools, including outdoor reading and Junibacken’s work to help children stop using diapers. In the autumn, the district would also hold community dialogues in Ripvidet and Grimsta, increase social services’ presence in Hässelby gård, and have outreach workers collaborate with the police in Vällingby centre.

The Farsta District Council approved the proposal to adapt its delegation rules to the new Reception Act, which comes into force on 1 October 2026. Among other changes, officials will be responsible for decisions on support for certain people seeking protection and unaccompanied children, while an older provision on financial assistance will be removed.

The Farsta District Council approved the administration’s response to the Liberals’ submission about concern reports from preschools and child health centres (BVC). The number of reports from both services increased between 2024 and 2025, and the administration described ongoing cooperation and measures such as training, clear procedures and designated contact preschools to identify children in need of support at an early stage; Camilla Bergman (L) made a positive special statement.

The Kungsholmen District Council responded to a written inquiry about how violence, abuse and other misconduct are prevented and handled in home care by submitting the administration’s response. It described recruitment checks, training and follow-up, and said incidents must be documented and investigated; in serious cases, a Lex Sarah report may be made to the Health and Social Care Inspectorate (IVO). The same requirements for safe care apply to municipal and private providers, and the council approved the administration’s proposal.

The Guardianship Board appointed Henrik Sundqvist as a member of the Disability Council for the Social Services Committee, the Elderly Care Committee and the Guardianship Board through the end of the current term on 31 December 2026. He replaced Elsa Brunemalm, who had stepped down, and the decision was sent to the Social Services Committee and the Elderly Care Committee for their information.

The Guardianship Board approved the 2026 forecast and submitted it to the City Executive Board. The board also requested SEK 20 million from the central contingency reserve to cover increased fees for legal guardians and administrators; SACO and Vision disagreed with the report’s description of shortcomings in the Lex case management system and called for a new system to be procured urgently.

The district director provided information on September 24, 2026. The minutes do not show what the information concerned or whether any decision was made.

The committee was notified of responses to two citizen proposals, which had been handled following a committee decision on 27 August 2026. One concerned the maintenance of the pond in Långbroparken, and the other the role of district boundaries in determining land lease fees; the content of the responses is not provided here.

The district council received the pensioners’ council’s comments from its meeting on 16 September and filed the minutes. The council raised, among other things, the need for more park benches, finances in individual and family services, and issues related to home care, special transport services and local transport; the administration was to follow up or look into several of these matters.

The Hägersten-Älvsjö District Council noted the report on the 2026 citizen survey, with no further decisions. Of the 381 respondents, most were satisfied with the parks and felt safe, but many were dissatisfied with winter road maintenance and felt that cultural offerings and opportunities for informal sports needed improvement; Robin Nilsen (L) submitted a separate statement on these shortcomings and the need to strengthen residents’ ability to influence decisions.

The committee reviewed an assessment of how the City of Stockholm allocates funding for financial assistance among its districts. The proposal was to update land values and change the area boundaries; Hägersten-Älvsjö estimated that the changes would reduce its allocation by SEK 2.7 million and asked for clear information on how the allocation is calculated. The committee noted the report on its statement and filed it.

The Hägersten-Älvsjö district council approved the administration’s comments and sent them to the City Executive Board in response to the consultation on the city’s tree policy. The administration welcomed the policy but called, among other things, for trees felled in development projects to be replaced, and for the rules on planting above utility lines and on funding to be clarified; the proposal was adopted by 7 votes to 6. The Moderates, Sweden Democrats, Liberals and Centre Party reserved their positions, calling for every felled municipal tree to be replaced by two new ones, while the Sweden Democrats also criticised the exemption for development projects in a separate statement.

The Hägersten-Älvsjö District Council approved the administration’s response to the Liberals’ proposal: it could not commission a new monument because that fell outside its remit and budget, but it would replace the hard-to-read plaque with one bearing engraved text. The Liberals, Moderates, Sweden Democrats and Centre Party reserved their positions, calling for the plaque to also tell the story of the abuse at the boys’ home.

The Hägersten-Älvsjö District Council approved an updated delegation order, which takes effect on 1 October 2026. The changes clarify, among other things, who may make decisions on activity requirements and income support, and cover new support cases for asylum seekers and newly arrived residents; the chair’s proposal was supported by the council.

The Hägersten-Älvsjö District Council approved the 2026 interim report and sent it to the City Executive Board and the city’s auditors. The report assessed that all 16 targets would be met and showed a surplus of SEK 16.4 million before and SEK 10.6 million after transfers of results; the council also approved budget adjustments and the transfer of SEK 4.5 million to support older people with addiction problems. The Sweden Democrats entered a reservation, calling for more information about the reallocation, while the Moderates and Liberals raised specific concerns about, among other things, preschools, safety, elder care and the social services deficit.

The Hägersten-Älvsjö District Council approved the administration’s response to a citizen proposal for a park bench along the footpath by Östra Mässkopplet in Älvsjö. The administration will install a bench along the roughly 600-metre stretch between Älvsjö centre and Willys, giving pedestrians, especially older people, a place to rest.

The administration reported that 37 decisions on support under the Social Services Act (SoL) and the Act concerning Support and Service for Persons with Certain Functional Impairments (LSS) had not been implemented within three months during the second quarter of 2026. A further 11 decisions had been closed without being implemented, while 15 had been implemented; the committee noted the report.

Lennart Ploom reported that a café would be trialled at Kungsklippan. The initiative was a collaboration with Glasade Gården, a work-oriented day programme in Hägersten-Älvsjö.

The Archives Committee proposed that the Culture Committee approve the City Archives’ second four-month report for 2026 and forward it to the City Executive Board. The Committee also decided to report budget changes of SEK 0.8 million; the matter was to be adjusted immediately.

The Education Committee approved the administration’s response to Jan Jönsson’s (L) submission, concluding that schools’ health conversations and check-ups already provide an adequate way to identify eating disorder concerns; students who need treatment are referred to healthcare services. In a separate statement, Gulan Avci (L) argued that the support system does not identify enough young people early on and that many cases still go undetected.

The Education Committee decided to refer a letter about special support in compulsory schools and two initiatives on school transport to the administration for review. The initiatives proposed a shared system for reporting and monitoring school transport problems and an open school transport commission, but the committee did not decide to implement the proposals; several members reserved their positions.

The Education Committee approved the administration’s response to Jan Jönsson’s (L) motion on supporting principals who face undue pressure from parents and guardians. The administration described legal, communications, administrative and security support, as well as peer networks, but noted that there are no citywide rules governing contact between parents and guardians and schools. Gulan Avci (L) submitted a special statement calling for clearer guidelines and more support.

The Education Committee approved the administration’s response and sent it to the City Executive Board. An ongoing review of awards for schools will also consider which professional groups could be recognised, beyond teachers and school leaders. Andréa Hedin (M) wanted to support the motion for a new supplementary award, but the committee chose the administration’s proposal; Hedin entered a reservation.

The Education Committee approved the proposal for revised templates for schools’ expectations documents. The new templates will comply with the requirements of the Education Act from 1 August 2026 and set out shared expectations for primary schools, adapted primary schools, upper secondary schools and adapted upper secondary schools.

The Education Committee authorized the Director of Education to manage the procurement of cleaning services for municipal schools in the Inner City, including selecting a supplier and signing or extending contracts. A previous procurement had been cancelled due to insufficient competition; the new procurement was estimated to be worth around SEK 70 million per year, and the decision followed the administration’s proposal.

The Education Committee decided that the Director of Education may make decisions on procuring school psychologists, school counsellors and school nurses for municipal primary and upper-secondary schools. The contract was estimated to be worth around SEK 11 million per year and to run from August 2027, with the option to extend it until July 2031.

The Education Committee approved the report on the 2026 Stockholm Survey, which was completed by 15,990 students in grade 9 and the second year of upper secondary school and examined young people’s health, habits and living conditions. The results showed, among other things, increased school stress and feelings of insecurity among girls, as well as more gambling for money among boys; several committee members called for preventive measures, better student health services and support for young people.

The Education Committee approved revised guidelines for cooperation between schools and social services to support children and young people who are being harmed or are at risk of harm, and forwarded the matter to the City Council for a decision. The guidelines are intended to clarify responsibilities and ways of working so that children receive equal support across the city. Andréa Hedin, Hanna Werner, Leo Sutic, Gulan Avci and Claes Nyberg entered reservations, arguing, among other things, for greater participation by independent schools in preventive cooperation.

The Education Committee approved a plan to adapt Gustav Vasa School as part of property maintenance and decided to seek approval from the City Executive Board’s Finance and Security Committee. The work will improve ventilation, fire safety and toilets, among other things; the school’s share of the cost is estimated at around SEK 61 million, increasing annual rent by around SEK 4.5 million, and the school will be evacuated from 2029 to 2031. In a special statement, the Sweden Democrats stressed that temporary premises should be near the school and that parents and guardians should be informed and given the opportunity to provide feedback well in advance.

It also approved SEK 117.4 million for vacant premises and sports facilities, and SEK 2.1 million for investments in sports facilities. Several parties voiced concern about, among other things, academic results, school absenteeism and safety, but the decision was made in line with the administration’s proposal.

The materials included decisions within the Education Administration up to 10 September 2026, amended appropriation directions for the Swedish National Agency for Education, and information about upcoming changes to SL and WÅAB services.

The Education Committee noted the minutes of the administration group meeting on 14 September and the Disability Council meeting on 16 September 2026. They included information and discussions about school rules, student support, accessibility and upcoming school reforms.

The administration provided an update on the evacuation of Olovslund School. In response to members’ questions, it said that evacuation options and an analysis of the impact on children would be presented ahead of a forthcoming implementation decision. The committee also received information about the procurement of a new child and student register, school transport, and the increase in Stockholm’s target achievement rate by 1.5 percentage points to 89 percent.

The Liberals asked how pupils at Olofslund School’s adapted compulsory school would be ensured safety, continuity, accessibility and appropriate support during the evacuation and move to new premises. They also wanted to know how the school, school transport and support from the district would be coordinated, and whether additional measures might be needed; the minutes do not state what responses or decisions followed.

The Bromma District Council noted the minutes of the Pensioners’ Council meeting held on 16 September 2026. The council had discussed, among other things, continuity in home care, planning for care homes in Linta and Abrahamsberg, and park accessibility; the district council made no other decisions on the matter.

The Bromma District Council decided to submit the administration’s response to the consultation on a more equitable preschool that supports language development to the City Executive Board. The administration was generally positive about proposals for smaller groups, more staff and better support for children’s Swedish, but stressed the need for funding and clearer guidelines; the Liberals called, among other things, for language assessments and mandatory language-focused preschool, but lost the vote and entered a reservation.

The Bromma District Council approved the administration’s response and forwarded it to the City Executive Board. The administration supported prioritizing already paved land or former industrial sites to reduce impacts on nature, while emphasizing that contaminated land must be carefully cleaned up; the Centre Party and the Liberals also stressed the need to protect Bromma’s green spaces.

The Bromma District Council approved the administration’s response and closed the matter: the gravel pitch by the Småkryp playground, at the intersection of Bielkevägen and Ulvsunda slottsväg, would not be covered with artificial turf. The administration cited environmental concerns and noted that the gravel pitch could be used for more activities year-round, including ice skating in winter. The Liberals and Centre Party instead wanted to improve the area with artificial turf without infill, or a similar surface, but their proposal was rejected; they entered a formal reservation.

Bromma District Council approved Micasa’s investigation of a care home with around 100 places at Linta gårdsväg in Riksby and tasked the administration with commissioning it. The investigation is expected to cost SEK 5 million and run until the second quarter of 2027; construction could start no earlier than around 2036, with residents moving in around 2038. The Liberals and Centre Party welcomed the plans but wanted the pensioners’ council to take part as a permanent reference group.

Bromma District Council approved a notification of measures to address soil contamination in Troll-Olaskogen and forwarded it to the Environment and Health Protection Committee. The administration proposed covering the ground in recreational areas and along walking paths to reduce the risk of people coming into contact with the contamination; the Liberals and the Centre Party expressed concern that the entire green space might not be safe and that nearby areas could also be contaminated.

The Bromma District Council approved the administration’s proposal and report on measures to address soil contamination, mainly PCBs, in Bubbelparken and sent them to the Environment and Health Protection Committee. The contaminated parts of the park remained closed off, and the Liberals and Centre Party expressed concern that the entire playground and nearby areas must be safe.

The Bromma District Council approved the 2026 interim report and forwarded it to the City Executive Board. The council also applied for budget adjustments of SEK 1.7 million for Församlingshuset 6, SEK 0.6 million for housing allowances for people with disabilities, and SEK 0.2 million for Swedish-language training at Mälarbacken 4B; reduced gross budget adjustments of SEK 5.8 million were reported. The Moderates, Liberals and Centre Party entered reservations, while the Sweden Democrats made a special statement concerning, among other things, Swedish-language training and the shortfall in the elderly care budget.

The Norra Innerstad district council supported a shared description of the cultural coordinators’ role, intended to help ensure that residents across Stockholm have more equal access to culture. The council decided to submit the administration’s consultation response to the City Executive Board and to approve the item immediately.

The Norra Inner City District Council approved the administration’s response to the referral and sent it to the City Executive Board. The Council supported proposals to electrify heavy vehicles and construction equipment, but noted that environmental zones could increase the cost of city procurement. The Moderate Party called for a broader impact assessment for residents and businesses, but its proposal was rejected, and the party entered a reservation.

The Norra Innerstad District Council approved the 2026 interim report, including budget adjustments of SEK 10 million, and requested a SEK 2 million budget adjustment for housing benefits for people with disabilities. The council also approved an application for SEK 9,562,536 for nursing assistant training in elder care. The forecast showed a surplus of SEK 38.1 million, despite expected deficits in areas including the urban environment and financial assistance.

Helena Slotte, Head of Department, informed the district council about the evacuation of Alströmerhemmet. The minutes record no decision or further details about the evacuation.

The Kungsholmen District Council noted the minutes of the Disability Council’s meeting on 14 September 2026. Among other things, the council discussed accessibility in meeting venues and the cultural centre, as well as support, staffing and skills for people with disabilities.

The Kungsholmen District Council noted the minutes of the Pensioners’ Council meeting held on 21 September 2026. The council had raised issues including elder care, day activities, home care and welfare technology, but the district council made no further decisions on these matters when the minutes were presented.

The Kungsholmen District Council decided to submit the administration’s statement to the City Executive Board on compensation for day programs for older people. The administration supported the proposal to raise the daily payment from SEK 582 to SEK 690 and the premises allowance from SEK 82 to SEK 120, and to adjust the payments annually in future; the council adopted the administration’s proposal.

The Kungsholmen District Council decided to send the administration’s comments on the city’s sauna guidelines to the City Executive Board. The administration wanted the guidelines to explain more clearly how saunas should coexist with other waterfront interests and to provide more reasonable conditions for association-run saunas in the inner city. A motion to return the matter for further consideration was rejected; the Liberals and the Moderates entered reservations and said they would otherwise have voted to reject the matter.

The Kungsholmen District Council approved the administration’s response to the audit of welfare technology in elder care and sent it to the Audit Office. The audit found that few technological solutions had been introduced on a large scale, that the city lacked a clear long-term strategy and was behind other municipalities; the administration agreed that development work needed to continue.

The Kungsholmen District Council submitted the administration’s official response to a letter about employees being deported as work permit rules are tightened. The council noted that such deportations could cause municipalities and regions to lose essential staff, but that the administration has so far been affected in only a few cases.

Work to identify violence and support children and families continued, and cooperation with the police was generally working well. The council and police followed up on how more cases could be identified and why some reports were received only after the fact.

The response clarified that support is assessed based on each person’s needs, with no general limit on the number of hours, and that unused hours can be carried over to subsequent months.

The committee decided to send three citizen proposals to the Urban Development Department for review: a boat-launching dock, a basketball hoop on Lilla Essingen, and an ice rink. The proposals were sent for further assessment; no final decision to implement them is indicated.

The Kungsholmen District Council filed the minutes of the Social Delegation’s meeting on 8 September 2026. No other decisions or details about the matter were reported.

The committee approved Enskedeparken Bakery’s application to serve alcoholic beverages to the public every day, from 11 a.m. to 1 a.m. in the restaurant and from 11 a.m. to 11 p.m. on the outdoor terrace. It also submitted its opinion to the Social Services Administration’s licensing unit and adopted the decision with immediate effect.

A citizen proposal seeks to preserve the gravel road between Älvsjöbadet and Hovstagränd as a cultural and natural environment, including by refurbishing information boards and park benches and preventing it from being paved. Instead, the administration proposes a compacted surface that looks like gravel, along with lighting, signs, and benches to improve safety and accessibility; the district council will consider the response on 24 September 2026.

The administration informed the committee about the second interim report, a long-term review and the next committee meeting. The information also covered applications for legal guardians, recruitment of representatives, an audit and a personal data incident; the minutes recorded no decision.

The committee decided to send the Pensioners’ Council’s letter about traffic safety at Sköndal shopping centre to the administration for review. The letter proposed investigating a signal-controlled pedestrian crossing by the Spettekaksvägen bus stops and coordinating traffic lights to reduce speeds. The administration also answered questions about digital development in elder care, saying work was on track in the areas for which it was responsible.

The Farsta District Council noted the minutes of the Senior Citizens’ Council meeting on 14 September 2026. The council had discussed, among other things, seniors’ need for meeting spaces, planned digital night-time supervision, and traffic safety at Sköndal’s shopping centre, where it called for a review of the pedestrian crossings.

The Farsta District Council submitted the administration’s response to the consultation on a detailed development plan for a new remand prison in Larsboda, with space for up to 200 people and around 170 jobs. The administration supported the park and the measures to manage cloudbursts, but called for a dry meadow and a water storage facility; a joint statement by the Left Party and the Social Democrats, joined by the Sweden Democrats, noted that eight parking spaces might be too few for staff and visitors.

The Farsta District Council appointed Robert Eklund and Patrik Forslin as members of the joint council for disability issues for Enskede-Årsta-Vantör, Farsta and Skarpnäck. They were nominated by Funktionsrätt Stockholms stad, and their appointments run for the remainder of the 2023–2026 term.

Farsta district council approved the administration’s response to the City Audit Office’s review of welfare technology in elderly care and sent it to the audit office. The review found that few technological solutions had been tested or introduced and that the city was lagging behind other municipalities; the administration described, among other things, ongoing work to gather needs from its services and plans to test digital night-time monitoring. Representatives of the Moderate Party, Liberals, Centre Party and Sweden Democrats submitted separate statements criticizing the city’s slow progress.

The Farsta district council approved the 2026 interim report and decided to apply for several budget adjustments and reallocate funds to parks, playgrounds and other urban environment projects. The council also approved planning decisions for four projects and set the threshold for accruals at SEK 50,000; the Moderate Party, Liberals, Centre Party and Sweden Democrats entered reservations against the decision.

The Pensioners’ Council reviewed the 2025 annual report on elderly care and received information about Järva’s six meeting places for older people, which offer cultural events and activities. The administration also reported on efforts to involve the councils earlier and more clearly in committee decisions; the councils noted improvements but said that feedback and influence needed to be strengthened. The district council filed the minutes and appendices.

The Järva District Council noted the minutes of the Disability Council’s meeting on 18 September 2026. The council was informed about how the administration considers people with disabilities in official decisions and works with Region Stockholm; members made suggestions and expressed a wish to remain involved in the work.

The Järva District Council approved reporting to the Health and Social Care Inspectorate on 40 decisions to provide support under the Social Services Act and the Act concerning Support and Service for Persons with Certain Functional Impairments that had not been implemented within three months during the second quarter of 2026. Of these, 19 remained to be implemented; the rest had been implemented or closed during the quarter.

Järva District Council noted the matter after reviewing the administration’s consultation response on how funds for financial assistance should be allocated. The administration supported updating land values to 2022 levels and reducing the number of attractiveness groups from eight to six, but also called for other factors, such as employment, income and education, to be reviewed.

The programme supported women in moving closer to employment or studies, and offered children and young people homework help and study support; two council members declared a conflict of interest and left the room.

The Järva District Council approved the 2025 follow-up report on its partnership with Verdandi Tensta and noted it. The service averaged 300 visits a week, but the council noted that the partnership needed to be more structured to fully meet its goals.

The Järva District Council approved revised guidelines for association grants, replacing the 2023 rules, and decided that grants for fees or salaries would continue to be treated restrictively. The approved guidelines included a proposal to remove the requirement that an association be based in Järva and to move the reporting deadline to 31 March; the Moderates and Liberals reserved their positions, while the Sweden Democrats submitted a separate statement.

Järva District Council approved the 2026 interim report and forwarded it to the City Executive Board and the city’s auditors. The council also approved the basis for the preschool report, decided to apply for SEK 0.2 million in municipal housing allowance and to return SEK 6.2 million for exercise trails; the Centre Party’s Patrick Amofah reserved his position, calling for stronger preventive work, safety measures and climate action, among other things.

The Järva District Council received and noted the Social Delegation’s minutes from 2, 9, 16 and 23 September 2026. No further decisions were reported.

The committee will review its second four-month report for 2026, covering operations and finances in Enskede-Årsta-Vantör. The administration expects most targets to be met and forecasts a surplus of SEK 13.4 million before carryovers and SEK 9.7 million after; high care costs for children and young people, and uncertainty about population changes, could affect the finances.

Skärholmen District Administration commented on proposals for a more equitable preschool that supports language development. The administration supported, among other things, better monitoring of attendance and expanded free preschool, but objected to several proposals on language assessment and called for clearer rules, long-term government funding, and time to evaluate the measures. The minutes did not state what the City Executive Board decided.

The committee considered a citizen proposal to investigate the local effects of the needle exchange programme on Södermalm. The administration found that the programme’s impact could not be separated from that of other services, since several support services are located in the Maria district; the source material does not state the outcome of the decision.

The administration proposed banning alcohol at Hornstulls strand, where drug dealing and people under the influence of alcohol or drugs were causing a sense of insecurity. The ban would give the police better opportunities to target their efforts and help improve public safety, but the supporting documents do not state what the meeting decided.

The Södermalm District Council considered its second interim report for 2026. The administration assessed that the City Council’s three overarching goals would be met and forecast a surplus of SEK 65 million before transfers of results and SEK 53.2 million after.

The Södermalm District Council commented on the government’s proposals for a more equitable preschool system with better support for children’s language development. The proposals included compulsory preschool for some children, rules on group sizes and staff-to-child ratios, and requirements for staff to have knowledge of Swedish.

The Norra innerstad district council will consider a consultation proposal to create more opportunities for pétanque competitions in Stockholm. The proposal by Jonas Naddebo (Centre Party) would allow parts of the parking area at the planned Ulvsunda sports centre in Bromma to be used as temporary pétanque courts during major competitions, while serving as a parking area at other times. The administration welcomes more pétanque areas but believes that other bodies, particularly the one responsible for operating and maintaining the parking area, need to assess whether the proposal is feasible.

The Norra innerstaden District Council is to comment on a proposed tree policy for all of Stockholm, guiding how trees are preserved, managed, and planned in urban development. The policy includes a goal of replacing every tree that is felled with two new ones and increasing canopy cover to at least 30 percent in areas at risk of becoming urban heat islands. The administration proposes approving the policy but wants it to be easier to read and supplemented with Stockholm’s tree history, the architectural significance of trees, and clearer rules for protecting and assessing trees in construction projects.

The Norra inner-city district administration proposes that the committee approve the response to questions about safety at the entrance to Tessinparken facing Valhallavägen. The renovation has provided the area with new lighting poles, strings of lights, flowering trees and lower hedges; cleaning, police and mobile security patrols, as well as the social services’ outreach work, will also continue because some people still feel unsafe there.

A citizen proposal suggests moving the senior center Rioträffen from Sandhamnsgatan 4 to larger premises at Sandhamnsgatan 8, so that the café could remain open during lectures and other activities. The administration agrees that more space is needed but proposes that the district council approve the response that a move is not currently possible, as the premises at Sandhamnsgatan 8 are used by home care services, the health promotion unit, and the adult education association, and are not large enough for all the activities.

A citizen proposal suggests at least 100 allotment gardens at Kaknäs, where waiting lists for existing plots in the inner city can be as long as 20 years. The administration supports urban gardening but does not recommend permanent allotment gardens at the site, as it is located in the Royal National City Park, is at risk of flooding, and is used by the public; instead, it proposes gardening in raised beds or other urban gardening solutions.

The Enskede-Årsta-Vantör District Administration proposes that the committee support a review and increase of funding for day activities for older people. Funding has increased by only about 30 percent since the choice-based system was introduced in 2009, despite higher costs, and better financing should support quality, social connection, and enable older people to remain living at home longer; in May 2026, 87 people in the district had been granted access to day activities.

The administration proposes that the Enskede-Årsta-Vantör District Council approve the purchase or leasing of a specially adapted transport bus to replace a nine-year-old bus. The bus would transport materials and people to events such as neighborhood meetings, safety days, and summer plazas; since no electric model meets the requirements for at least nine cubic meters of cargo space and two rows of passenger seats, an exemption from the city’s environmental vehicle regulations is proposed.

The district administration proposes that Turinge short-term residential home for children and young people with disabilities move permanently from Gamla Magelungsvägen 14 to larger premises at Tussmötevägen 173. The move would accommodate more users and enable daytime short-term stays, while the current lease expires on 31 December 2026 and the new premises are expected to reduce costs.

The Social Services Administration and Enskede-Årsta-Vantör District Administration propose approving the planning of a new group home in Högdalen. The home will have six apartments for people with disabilities under the Act concerning Support and Service for Persons with Certain Functional Impairments (LSS), with staff available around the clock, and is expected to be completed in 2028 near Högdalen centre and the metro. The initial annual rent is estimated at approximately SEK 1.6 million.

The Enskede-Årsta-Vantör district administration proposes that the district council approve the follow-up of the six group homes in Vantör operated by Unika LSS Omsorg Sthlm AB. The services are generally considered to meet the contractual requirements and provide participation, individualized support, and health-promoting activities, but improvements are needed in areas including staffing, onboarding, and internal controls; over the past year, seven Lex Sarah reports and ten comments or complaints were handled.

A food truck is proposed to operate at Skärholmstorget from 20 April to 31 December 2026, between 10:00 and 18:00. The truck is 5.2 metres long, 2.1 metres wide, and 2.3 metres high, and the Skärholmen District Administration recommends that the application be approved without objections.

The association FOLK i Skärholmen is proposed to be allowed to set up the converted caravan Konstvagnen at five locations in Sätra, Skärholmen, Vårberg and Bredäng during summer 2026. Children and young people aged 7 to 14 will be able to take part in free creative activities on a total of 14 occasions, from 12 noon to 4 p.m., with a maximum of 30 participants at a time. Skärholmen District Administration has no objection to the event.

The Tenants’ Association is proposed to organize Sätraveckorna in Sätradalsparken from 6 to 24 July 2026, on weekdays from 11 a.m. to 5 p.m. The festival is primarily aimed at children, young people, and families, offering free activities in sports, play, culture, and creative arts; around 50–100 people are expected to attend daily and 100–150 people on the closing day. The Skärholmen District Administration has no objections, but reminds the organizer to keep the area clean, as the administration is not responsible for the additional waste collection.

The Traffic Office proposes upgrading Borgmästare Skyttes Park in Sätra to strengthen its natural features and make the area more accessible. The plan includes around 15 new trees, meadow areas and plantings for pollinators, improved park paths, a more open playground, and lowering the ground so more stormwater can flow into Sätraån. Planning may cost up to SEK 7 million, and the entire project is estimated to cost approximately SEK 23 million, with implementation planned for 2027–2028.

The Traffic Office proposes extending bus route 135 to Sätrabadet with a new stop on Alsätravägen, giving visitors shorter access to public transport. Six asphalt speed bumps would be removed and three replaced with speed cushions, but around 20 metres of parking would be lost and journeys towards Skärholmen could become slightly longer. Skärholmen District Administration wants the pedestrian connection to be made more accessible by reducing its slope, two trees to be protected, and the area restored after the work.

The City Planning Office is referring a proposal to build a new storage facility at Sätra sports field, Björksätravägen 75. The facility would give the associations more space for equipment, accessories, and clothing; the Skärholmen District Administration has no objections since the site is not parkland.

A building permit for a new kiosk at Mälarhöjdsbadet, near Ålgrytevägen 120 in Skärholmen, will be considered. The proposed kiosk would be approximately 14 square metres and open every day from 9 a.m. to 8 p.m. during the summer, offering ice cream, drinks, and simple food; around 200 customers per day are expected in good weather. The location is intended to make the business easier to find and, according to the application, contribute to a safer and better-maintained entrance to the bathing area.

The Skärholmen District Administration proposes no objections to Feministiskt initiativ’s public meeting in Bredängsparken on August 30, 2026, from 11 a.m. to 4 p.m. The meeting may use public space for speeches, conversations, and leaflet distribution, provided that pedestrian, bicycle, and emergency traffic can pass through and that the site is restored afterward.

Skärholmen District Council will consider a six-month report on lex Sarah and lex Maria for the period 1 January–30 June 2026. The administration received 17 lex Sarah reports, completed 11 investigations, and has 6 remaining to finalize; no lex Maria notifications were made. Three investigations concern misconduct or clear risks, including applications not being assessed within the statutory time limit, and the administration proposes improved procedures and follow-up.

An application to dig a longer trench to install fiber-optic cable at Stångholmsbacken 10 will be considered. The Skärholmen district administration has no objections, but proposes protecting nearby maple trees and other trees; for trees over 100 centimeters in diameter, suction excavation may be needed to protect the roots.

SISAB is proposed to build a new sports hall at Lillholmsskolan in Skärholmen, as the school will be expanded to accommodate more pupils from preschool class through year 9, as well as pupils in a resource school and adapted school. The Skärholmen district administration is supportive, but wants the city to consider traffic flows, replacement planting for seven trees, the building’s adaptation to the culturally and historically valuable surroundings, and the risk of flooding during heavy rain.

The city is proposing common guidelines for saunas on municipal land and in municipal waters, making it easier to build more saunas open to the public. In central areas and at public bathing sites, all times should be bookable by the public, while outside the city centre the requirement would be at least 50 percent—or 30 percent for association-run saunas in remote locations; the guidelines also propose that new saunas should generally be electric. Skärholmen District Administration welcomes the proposal but suggests that local safety needs should allow measures such as security gates, and that heating methods should not be regulated generally, citing Sätra Sauna at Sätra Beach as an existing wood-fired sauna that is fully open to the public.

The Skärholmen district administration proposes approving plans for a new supported housing facility in Sätra Centrum. The facility will have twelve apartments and a shared space for people who need support under the Act concerning Support and Service for Persons with Certain Functional Impairments (LSS) or the Social Services Act (SoL), with occupancy planned for 2030. The preliminary total annual rent is stated as approximately SEK 1.2 million in the proposal, while the supporting material also gives a later estimate of approximately SEK 2.2 million; residents’ rents will be negotiated at a later stage.

The Skärholmen District Administration proposes that 17 named officials be authorized to request police assistance when decisions under the Care of Young Persons Act (LVU) or the Act on the Placement of Children in Protected Housing are implemented. This may be necessary, for example, if a guardian objects to a child being moved to protected housing; the new authorizations will replace previous decisions.

The administration proposes that Skärholmen District Council update the rules on who may make different decisions, taking effect when the minutes are approved. The changes concern, among other things, agreements on housing and services under the Act concerning Support and Service for Persons with Certain Functional Impairments (LSS), placements of children and young people, serving permits, cases involving relationship violence, and who may decide on assistance allowance.

The administration proposes that the committee approve a response on how the Grytan amphitheater at Vårbergstoppen can be used more for cultural activities and events. It wants to add information about the site to the city’s marketing and continue supporting organizers, but points to obstacles such as limited accessibility, a lack of toilets and parking, weather sensitivity, and a new usage agreement that may discourage smaller voluntary organizations; so far, eight Walpurgis Night celebrations have been held in cooperation with Vårberg Scout Corps, five of them at Grytan.

A citizen proposal suggests that Vårberg should have a library serving as a meeting place for culture, reading, and study. It also proposes a kiosk or small grocery store near the newly built housing by Vårberg Nursing Home, as well as a bus stop near Örnholmsbrinken and Söderholmsgränd, since the distance to services and public transport is perceived as long.

The Finance and Public Safety Committee approved the submission of a report on Stockholm’s long-term finances. The report noted that an ageing population and fewer children are changing welfare needs, while investment is increasing the city’s costs and borrowing requirements; it therefore stressed the importance of surpluses, sound financial management and clear priorities.

The committee approved the plan to convert the former Hjorthagen school at Jägmästargatan 2B into a preschool with seven groups and 126 places, with occupancy planned for 2030. The project is estimated to cost SEK 76.6 million in rent-based costs, with an annual rent of SEK 8.1 million; the City Executive Office stressed that costs need to be kept down and that other premises may need to be closed.

The City Executive Board’s Finance and Safety Committee approved the Norra Inner City District Council’s lease of the premises at Jaktgatan 38 in Hjorthagen for a preschool and youth centre, at an annual rent of SEK 2.4 million for the first year. The premises will initially accommodate both services and later be used entirely as a preschool; the Moderate Party said young people should have a say in designing the meeting place and regretted the lack of dialogue.

The City Executive Board’s Finance and Public Safety Committee approved the Södermalm District Council’s lease of premises at Lignagatan 12 for a production kitchen and restaurant, at an annual rent of SEK 3.1 million in the first year. The kitchen will prepare food for residential care homes and home-care services for older people, and help ensure secure food deliveries during crises; Deputy Mayors Fjellner (M) and Avci (L) dissented, opposing an open restaurant run by the city.

The Finance and Public Safety Committee approved the upgrades to Tallkrogen School, with a rent-setting project cost of SEK 60 million and a first-year rent of SEK 4.9 million. The work includes improving ventilation and accessibility, adapting the kitchen and demolishing Building J; the Liberals entered a formal reservation, calling for an assessment of whether Building J could be retained for smaller classes.

The City Executive Committee’s Finance and Safety Subcommittee approved the report on the consultation ahead of the revised policy decision for Grenå 4 in Kista. The project now plans around 280 homes instead of 400, along with a new park and a solution for managing cloudbursts; the Liberals voiced concern about the reduced number of homes and the project’s weaker finances.

The Executive Committee’s Finance and Security Subcommittee approved the financial monthly report for August 2026. The report showed that the municipal group’s external borrowing was SEK 86.8 billion and that financial risk monitoring had found no breaches of the limits set by the City.

Linnéa Vinge (SD) submitted a written proposal on the classification of workplace injuries and related interventions and measures in the City of Stockholm. It was referred to the responsible city commissioner’s office for preparation.

The Executive Board noted its responses to two consultations: one on the EU’s rules for packaging and packaging waste, and one on contingency planning for the public wastewater service. The minutes record no further decision on the responses.

The Executive Committee responded to the consultation on a state investment program for culture with the City of Stockholm’s comments. The city was generally in favor of tax deductions for cultural donations and public matching funds, but stressed that the money must be additional and not replace public funding. The Liberals entered a reservation, and the Moderates submitted a special statement.

The City Executive Board decided to respond to the Ministry of Finance’s consultation with the City of Stockholm’s views on the EU proposal for rules on cloud services and artificial intelligence (AI). The City supported the goals but called for clearer rules and consideration of municipalities’ responsibilities, energy supply, security, and the ability to choose between different providers.

The Executive Committee responded to the consultation with the City of Stockholm’s comments. The City was broadly in favour of the proposal to increase the standard compensation to 150 per cent for encroachments on land by certain power lines, but wanted the wording of the legislation to be clarified.

The City Executive Board responded to Region Stockholm’s consultation with the City’s comments on possible metro routes to the Bromma Airport area. The City stressed the need for high-capacity public transport and for planning solutions to be used before the metro is completed; no final decision had been made on whether to build the metro or which route to choose. The Moderates and Liberals, the Sweden Democrats, and the Centre Party submitted separate statements on the airport’s future and public transport.

The City Executive Board responded to the Swedish Transport Administration’s consultation with the City of Stockholm’s statement. The City supported simplifying the planning process for smaller measures on state roads, but stressed that municipalities’ expanded responsibilities must be accompanied by a clear division of responsibilities and increased funding.

The City Executive Board approved the report on Stockholm’s response to the Swedish Transport Administration’s consultation on rebuilding the Mälarbanan railway between Huvudsta and Duvbo. The city’s response objected to the planned construction road on site T:74, as it conflicts with the Tvärbanan light rail and planned development rights in Södra Solvallastaden; the decision was made without a recorded vote.

The City Executive Board approved the notification of Stockholm City’s response to the Swedish Transport Administration, in which the city raised no objections to the land exchange in Älvsjö. The exchange will enable construction of a metro depot for the new line between Fridhemsplan and Älvsjö; no vote or dissenting opinion was reported.

The City Executive Board approved the report on the city’s response to the Swedish Transport Administration’s consultation about removing tracks and switches at the Älvsjö interchange. The city had no objections, as the changes are needed to build a depot for the planned metro line between Fridhemsplan and Älvsjö.

The Board of Kulturhuset Stadsteatern AB is proposed to approve the report for the year’s second four-month period and the forecast for the full year 2026. The report shows, among other things, 498,056 visitors and SEK 77.7 million in ticket revenue during January–August, while the forecast for the year’s result is negative SEK 418 million, roughly in line with the budget.

The board of Kulturhuset Stadsteatern AB is proposed to adopt four policy documents through 2030: action plans for the rights of LGBTQI people, national minorities and the Sámi, Roma inclusion, and an age-friendly city. The plans aim to promote equal rights, better treatment, and greater accessibility in the city’s operations, including more accessible housing and urban environments for older people; previous guidelines and strategies will be replaced.

The Preschool Committee decided to adopt an updated delegation framework and to delegate decision-making authority to the officials designated at the lowest decision-making level. The changes included three new types of matters, adjusted decision-making levels, and clearer rules on personal data, the sale of assets, and grants for work shoes; the new framework took effect on 23 September 2026 and replaced the previous one.

The Preschool Committee rejected Förskolan Forskargläntan AB’s application to operate an independent preschool with 82 places at Tenstavägen 101–103 in Järva. The investigation found that the ownership and management group did not meet the Education Act’s requirements for sufficient knowledge, and the decision was adjusted immediately.

The Preschool Board approved the administration’s response to the inquiry into a more equitable, language-developing preschool system and forwarded it to the City Executive Board; the item was adjusted immediately. The administration was largely positive about smaller groups, better staffing levels, and higher language and education requirements, but warned of costs, a lack of premises, and increased administration, and objected to the municipality being responsible for assessing children’s language skills. The Liberals, Moderates, and Sweden Democrats submitted reservations in support of their own, more positive proposals, while the Centre Party issued a special statement.

Kulturhuset Stadsteatern AB is to submit several consultation responses and authorizations for central procurements to the board. The company proposes, among other things, supporting the city’s plans for regional urban centers, children’s rights, gender equality, events, and culture, and wants Stockholm to be able to host more international festivals, such as a theater festival in 2029. The company also supports a state investment program for culture with tax deductions for donations and matching grants, but believes the funding must not reduce existing cultural appropriations and that the program’s first four years may be too short for evaluation.

The Board of Kulturhuset Stadsteatern AB is proposed to establish which employees may authorize purchases, invoices, cash payments, and salary payments. The proposal updates the authorization plan following staffing changes and is intended to support secure procedures and stronger internal control over the company’s disbursements.

The board of Kulturhuset Stadsteatern AB is proposed to adopt an updated financial policy for Stockholms Stadshus AB. The policy regulates how the companies’ loans, investments, payment flows and financial risks are to be managed, as well as which reports the companies must submit.

The Preschool Administration proposes that the Preschool Committee approve four joint guidelines for Stockholm’s municipal preschools: concerning children who are being harmed at home, confidentiality, crimes against children, and discrimination and degrading treatment. The guidelines will help city districts and preschools establish clear procedures, including for reports of concern to social services, protecting personal data, and responding to urgent crimes, so that children receive more equal protection throughout the city.

The Preschool Committee is proposed to approve Interim Report 2 for 2026 and forward it to the City Executive Board. The report follows up on operations, targets and finances for January–August; overall, progress is considered to be on track, with a projected surplus of SEK 10.5 million and a request for a budget adjustment of SEK 1.0 million. One exception is that the committee does not expect to be able to offer a position through the Stockholm Jobs programme during the year.

The Preschool Administration proposes that the Preschool Committee note the monthly report for July 2026. The forecast shows a surplus of SEK 7 million, mainly because fewer children and applications have reduced costs for additional support to independent preschools and substitute reimbursement; the number of Stockholm children in independent preschools is expected to be 17,240 instead of the budgeted 18,694.

The Department of Public Authorities will provide an oral briefing on assessments of negative consequences and religious elements. Tertial Report 2, which follows up on operations during the year’s second four-month period, will also be addressed.

The Board of Stockholm Stadshus AB adopted new guidelines on child health, children’s rights and gender equality through 2030, and directed the Group’s subsidiaries to adopt them as well. Skolfastigheter i Stockholm AB was also tasked with adopting a functional programme for preschool premises. The previous programmes on children’s rights and gender equality for 2018–2022 ceased to apply.

The Group Board approved the submission of the progress report on the conversion of the brewery building and plans for a new sports centre at Gjutmästaren 6. The report, dated May 2026, was forwarded to the City Executive Board for information.

The board noted the City Executive Office’s risk reports without taking any further decision on the monthly report. In a separate statement, the Moderates, Liberals and Centre Party warned that the group’s external borrowing was approaching SEK 87 billion and that estimated interest costs exceeded SEK 3 billion; they called for lower debt and clearer investment priorities.

The City Council decided that the Social Services Committee will be responsible for Stockholm Municipality’s rent guarantees for families with children and approved new rules for administering the guarantees. The guarantee may cover six months’ rent over a two-year period for households that can afford the rent but otherwise have difficulty obtaining a first-hand lease, and the committee may update the rules when necessary.

The interpellation asks how Stockholm will introduce the government’s activity requirement for people receiving financial assistance from 1 July 2026. Around 3,800 people may be affected, approximately 2,400 of whom are not registered with Jobbtorg, and questions are raised about what activities will be offered, how they will lead to employment or education, and when activities should end if they do not work.

The interpellation addresses care and support for children and young people who cannot continue living at home. Andréa Hedin (M) asks, among other things, why Stockholm provides fewer interventions per child and more often uses open interventions than Gothenburg and Malmö, whether children with significant needs risk receiving too little support, and how the new Social Services Act may affect these interventions.

Jonas Naddebo (C) asks Traffic Mayor Lars Strömgren why it has become more difficult to establish new saunas and sauna rafts in Stockholm. The interpellation notes, among other things, that two out of three building permit applications for saunas since 2022 are reportedly rejected, and calls for simpler rules, clearer processes, and equal treatment of municipal, private, and nonprofit initiatives.

The matter is proposed to be noted with six consultation responses from Stockholm Stadshus AB. They address, among other things, preserving Hovet for ice hockey, making the city’s art collection more accessible, developing the city’s cultural strategy, creating temporary spaces for larger boules tournaments, and increasing cultural funding; proposed changes to traffic noise regulations affecting housing construction are also commented on.

The matter concerns a proposal for the group board to adopt several action plans for the City of Stockholm’s companies: an age-friendly city, as well as plans for the rights of national minorities and the Sámi, the rights of LGBTQI people, and Roma inclusion through 2030. The previous guidelines and programmes in these areas are proposed to cease to apply at the same time.

The motion proposes that Stockholm introduce cultural sound zones, including in the Slakthusområdet area and parts of Södermalm, where higher noise levels could be accepted in the evenings and at night to protect concerts, nightclubs and other cultural activities as new housing is built. The City Council will consider a proposal from Johan Nilsson (M) to keep Stockholm’s municipal primary and upper-secondary schools locked to unauthorized persons around the clock. The City Executive Office and the Education Committee assess that locked schools could reduce theft and vandalism, but would not alone prevent serious acts of violence; they therefore propose further investigation, particularly since older locking and access-control systems need to be replaced and the investments could be substantial.

The interpellation concerns how the City of Stockholm should adapt school planning, housing construction, labour-market initiatives and finances to declining birth rates and an ageing population. Emilia Bjuggren responds that these trends are already reflected in the city’s budget and population forecasts, including by reducing staffing needs in preschools and strengthening elderly care; she also proposes measures to build more housing, improve the work environment and develop skills to make Stockholm attractive to families with children and workers.

The interpellation concerns how Stockholm plans to reduce distractions and create a better learning environment by introducing filters on students’ school computers and tablets. Education Mayor Emilia Bjuggren responds that restrictions on social media and other inappropriate websites are planned for the start of the autumn term in 2026; as a general rule, students should not be able to access social media during school hours, while the need for different rules in compulsory school and upper-secondary school, as well as possible round-the-clock blocking, is still being investigated.

The interpellation concerns how the City of Stockholm handled nearly 40,000 reports submitted through the Tyck till app during the snowfall in January, around 10,000 of which were closed without individual assessment. Traffic Mayor Lars Strömgren is expected to answer what lessons have been learned, whether Stockholmers are expected to lower their standards, and what those 10,000 reports actually concerned, particularly in terms of accessibility and safety.

The interpellation concerns the future of the Hovet ice hockey arena and Djurgården Hockey’s planned sports facility in Tallkrogen. Jan Valeskog responds that the city will investigate the possibility of retaining an ice arena in the Globen area in the future, while Tallkrogen is still considered well suited for sports; which sports facilities will be built there will be decided once the plans for the Globen area are clearer.

Dennis Wedin (M) proposes that Stockholm measure and publish the ice thickness at popular locations such as Årstaviken and Riddarfjärden. Traffic Mayor Lars Strömgren (MP) responds that the city already provides information about ice safety, but advises against such measurements because ice conditions can change quickly and local measurements may create a false sense of security, especially where there is boat traffic, currents, and cracking.

Annika Elmlund (M) asks what requirements apply to cinemas receiving financial support from the City of Stockholm, in light of Cinema Zita’s position on the Israel–Palestine conflict. Councillor for Elderly Care and Culture Torun Boucher (V) replies that support is not provided to organisations that violate Swedish law or the city’s democratic conditions, but that cultural organisations may express political views under freedom of expression and the principle of arm’s-length distance; the city considers that Zita has not breached the requirements and proposes no changes to the guidelines.

The interpellation notes that Svedmyrabadet has been closed since autumn 2024, with no decision on renovation or timetable for reopening. This particularly affects older people and those who need warm, accessible pools. Jan Valeskog responds that an investigation will be presented during the first half of 2026, and that visitors are being referred to Sandsborgsbadet, where the water is approximately 30 degrees and some adaptations have been made. Sandsborgsbadet also needs renovation and will then need to be evacuated, but how replacement facilities should be arranged will be investigated.

The interpellation asks why the city is not resuming the investigation into building over Nynäsvägen, where up to 76,000 vehicles pass daily through Gamla Enskede and Johanneshov. Traffic Mayor Lars Strömgren replies that several scenarios were already costed between 2020 and 2025, but none were financially viable, and that the city is instead investing in walking, cycling and public transport to reduce car traffic, noise and emissions.

The interpellation concerns how Skolsociala team plus (SST+) will help students with high levels of school absenteeism return to school. The pilot project in two districts produced positive results, but only 28 of 60 places were used, and coordination between schools and social services did not always work well. Social Affairs and Safety Councillor Alexander Ojanne responds that SST+ will be incorporated into a joint support model, with the pilot evaluated in summer 2026 before the approach can be expanded to more parts of Stockholm.

The interpellation concerns the debts of Stockholm’s three municipally owned housing companies—Stockholmshem, Familjebostäder and Svenska Bostäder—which are collectively reported to have debts of approximately SEK 36 billion. Housing Councillor Deniz Butros responds that the companies are financially strong, that new construction should cover its own costs, and that the city is planning for long-term sustainable management without selling or converting homes; Standard & Poor’s has also confirmed the city’s highest credit rating, AAA/A-1+, with a stable outlook.

The interpellation asks whether housing policy should be changed so that more Stockholm residents can move into detached houses and the city’s green spaces can be better protected. In her response, Housing Councillor Deniz Butros proposes that Stockholm should continue to develop with a mix of rental apartments, tenant-owned apartments and detached houses in all districts to reduce segregation, while also protecting more natural areas and keeping construction costs down.

Jonas Naddebo (C) proposes that Stockholm’s eleven facilities with cattle be encouraged for two years to try feed supplements that reduce cows’ methane emissions. The City Executive Board proposes that the motion be considered answered, since emissions from the city’s approximately 300 cattle are small—around 700 tonnes of carbon dioxide equivalents per year—and any trials can already be handled within the city’s environmental programme; however, the supplements must be scientifically tested and approved under current regulations.

Jan Jönsson and Rasmus Jonlund (the Liberals) propose that Stockholm first investigate and then join the Pact of Free Cities network, which works for freedom, democracy, human rights, and sustainable development. The City Executive Board proposes that the motion be considered answered, since the city already participates in around 100 international networks and considers these to provide opportunities for similar cooperation; other referral bodies see potential benefits but note that the costs and requirements are unclear.

The motion proposes halting the planning process for new housing along Tranebergsvägen by Myrberget in Alvik and giving the area stronger protection, for example as a nature reserve or biotope protection area. The City instead proposes continuing the planning process, with less impact on natural areas, preservation of more trees, green compensation, and a child impact assessment; the plan could provide rental housing and six homes under the Act concerning Support and Service for Persons with Certain Functional Impairments (LSS) and/or the Social Services Act (SoL).

Jonas Naddebo (C) proposes a model to protect existing nightclubs, live music venues, and other cultural and entertainment businesses when new housing is built nearby, including in the Slakthusområdet area. The proposal would make developers responsible for noise protection and sound insulation and prevent new residents from complaining about disturbances, but city officials assess that the Environmental Code does not allow the right to complain about harmful disturbances to be waived by agreement; the City Executive Board therefore proposes that the motion be answered with reference to the statement.

Jonas Naddebo (C) proposes that Stockholm work toward a biodiversity credit market in which conservation projects can receive funding through tradable certificates. The aim is to protect and restore ecosystems, for example through measures in Riddarfjärden, but the City Executive Board proposes that the motion be considered answered since the city is already investigating funding models and following the EU’s work; several committees also believe that the opportunities and risks need to be analyzed first.

The motion proposes that Stockholm investigate a model similar to UppSam in Uppsala to provide children and young people in care with more coordinated support at school, including during school changes and for children from other municipalities. The City Executive Board proposes that the motion be considered answered, as the city already uses the SAMS and Skolfam methods and school coordinators, while the Education Administration is examining whether parts of UppSam could be suitable for Stockholm.

Andréa Hedin and Anette Hellström (M) propose that people receiving home-help services should be able to decline assistance from a particular employee due to discomfort without having to change provider entirely. The City Executive Board proposes that the motion be considered answered, as the city already seeks to resolve such situations through dialogue and staff changes, while a formal requirement could make scheduling, continuity, and the working environment more difficult.

Andréa Hedin (M) proposes that Stockholm develop a joint strategy for the use of artificial intelligence (AI) in primary and secondary schools, as well as a training plan for school staff. The City Executive Board proposes that the motion be considered answered, since the Education Administration already provides guidance, approved AI tools, courses, and lectures, but the matter will be considered by the City Council.

Andréa Hedin (M) proposes a pilot project with campus schools, where students could receive homework help and participate in sports, cultural activities, and music on school premises after school hours, together with associations and civil society organizations. The proposal is to test the model at one school in each district, but the City Executive Board proposes that the motion be considered answered since the city already offers free after-school clubs and other initiatives; the Education Committee therefore considers a new pilot project unnecessary at this time.

The motion proposes using the empty plinth at Slussen, where the statue of Charles XIV John previously stood, for temporary contemporary artworks with longer exhibition periods and professional selection. The City Executive Board proposes that the motion be considered answered without being approved, since Stockholm Konst is already planning similar sites at Rödbodtorget and near Slussen; however, the City Planning Office supports using the plinth for art in some form, and external funding could be explored.

The motion proposes making Stockholm’s municipal art collection more accessible through digitization, inventorying, improved care, and efforts to recover missing works. It also proposes placing more artworks in schools, preschools, and eldercare homes, allowing students to contribute educational materials, and reviewing the rental system. The City Executive Board proposes that the motion be considered answered, since much is already being done: more than 12,000 works are displayed in the city’s operations, and the collection is registered in a digital database.

The motion proposes that the city measure the benefits of nature conservation measures per krona invested and begin providing financial support to allotment gardens and plantings at private residential buildings. The City Executive Board proposes that the motion be considered answered, as the city is already developing models to assess nature-related measures and offers advice, guides, and gardening starter kits, while direct grants to private actors are considered legally difficult.

The motion proposes that Stockholm’s housing agency investigate whether the rules can be changed so that people subjected to economic abuse can more easily obtain a rental apartment, even if they still formally co-own a home with the perpetrator. The City Executive Board proposes that the motion be considered addressed, since economic and other forms of violence can already be taken into account individually when granting priority, while several women’s shelters and support organisations want clearer rules.

The motion proposes seven measures to strengthen Stockholm’s cultural and entertainment scene, including more temporary cultural venues, lower fees, open streets, outdoor dining, and improved public transport during major events. The City Executive Board proposes that the motion be considered answered, as several similar initiatives are already underway, but emphasizes that safety, noise, public order, and residents’ living environment must be taken into account.

The motion proposes transporting more goods via Stockholm Norvik Port and by sea instead of by truck. The proposals include an eco-bonus for companies, lower government fairway dues, and temporarily reduced port fees at Norvik; however, the city’s officials assess that generally reduced port fees could weaken Stockholm Hamn AB’s finances, while ongoing work is already intended to promote sea and rail transport.

The City Council will consider a proposal to investigate a full-size 11-a-side football pitch in Bellevueparken, which currently has a 7-a-side pitch. The administrations consider the site unsuitable due to the National City Park’s natural and cultural values, shoreline protection, uneven terrain, and the need to fell protected trees, and therefore propose investigating other locations in Norrmalm and Kungsholmen instead; Haga football pitch is mentioned as an alternative by the proposal’s authors.

Claes Nyberg (C) proposes that the education administration investigate schools staying open in the evenings, where students can have a safe and free meeting place after the school day. The investigation should focus particularly on areas with few such places and on cooperation with associations; however, the City Executive Board proposes that the motion be considered answered with reference to the city’s existing leisure activities, while the City Council is to address the matter.

The motion proposes revoking the land allocation for housing at Solviksängen along Alviksvägen and instead including areas 25 and 44 in the Ålstensskogen and Storskogen nature reserve. The City Executive Office, the Real Estate Committee, and the City Planning Committee propose that the motion be considered answered, as the site could be assessed for approximately 50 rental homes and issues concerning nature, recreation, and the local environment will be investigated in the detailed development plan; the proposer instead wants to concentrate housing construction in Bromma on already developed areas such as Alviks strand, Brommadepån, and Linta Gårdsväg.

The motion proposes instructing the City Executive Board to develop clear rules and a simpler digital permit process for sponsorship and name displays at the city’s sports facilities. Dennis Wedin (M) highlights Spånga ice hockey club, which has around 300 active children and young people and risks losing hundreds of thousands of kronor when a sponsor sign at Spånga ice rink must be removed; the City Executive Board, however, considers its ongoing work on advertising and sponsorship rules sufficient and says that official naming rights are legally and practically difficult.

Jonas Naddebo (C) proposes that all football pitches in Stockholm should have access to toilets, and that larger facilities should also have changing rooms. The City Executive Board proposes that the motion be considered answered, since the city is already working to build more toilets and changing rooms, including by using facilities in schools and sports halls where possible; the administrations also point to limitations related to land, detailed plans, and costs.

Jonas Naddebo (C) proposes that the Sports Committee and the Property Committee expand cooperation with other municipalities on sports facilities, so that more children and young people have the opportunity to train. The proposal covers both ordinary facilities, such as football pitches, ice rinks and sports halls, and specialized facilities; the City Executive Board proposes that the motion be considered answered because cooperation already exists, including on Sollentuna Athletics Hall, Botkyrka Shooting Center and the Drevviken natural ice rink.

Hanna Wistrand (L) proposes that Stockholm, together with other municipalities in Stockholm County, investigate how children and young people with disabilities can gain better access to regular leisure activities and how these services can be funded in the long term. The City Executive Board proposes that the motion be considered answered, since the city already cooperates through the Fritid för alla and Föreningen för Storstockholms kultur- och fritidschefer networks and is working on a regional model for parasports.

The motion proposes investigating whether the construction tunnels in the new Östberga Tunnel, Hammarbyskogen, and Finnboda could be converted into shelters or protected spaces after construction. The City Executive Board proposes that the motion be considered answered, since the Swedish Civil Defence Agency must first determine the need and technical requirements, and the state is responsible for decisions and funding.

Therese Lindström (M) proposes permanently opening a northbound lane for car traffic on Skanstullsbron, as the reconstruction of Skansbron has caused diversions, congestion, and longer travel times. However, the Traffic Committee and the City Executive Office consider that an extra lane would not solve the problem, since capacity is mainly limited by the intersection at Skanstull and the measure would require reducing space for pedestrians and cyclists; the City Executive Board proposes that the motion be considered answered without any further assignment.

The motion proposes that the city investigate how Sergels torg and Soltorget could become a greener, safer and more welcoming gathering place called Sergelparken. The proposal includes more plantings, outdoor cafés and areas for people to stay, a possible conversion of the roundabout into a T-junction, and enclosing the area beneath the fountain; however, the City Executive Board proposes that the motion be considered answered, as work is already underway and major changes are considered technically, culturally and historically, and financially difficult.

The motion proposes more mobile tree plantings with seating on paved streets, squares, and other places where trees cannot be planted directly in the ground. It also proposes that the Traffic Committee develop common rules for placement, design, maintenance, and biosecurity; however, the City Executive Board proposes that the motion be considered answered, as the city is already carrying out similar measures, including through Levande Stockholm and a SEK 71 million tree investment in the 2026 budget.

Sergej Salnikov (SD) proposes stricter checks of student housing to prevent people from remaining after completing their studies or subletting without permission. The City Executive Board proposes that the motion be considered answered, since the municipal housing companies already check proof of study, work to prevent unauthorized subletting, and inform tenants; checks are carried out annually, twice a year by Familjebostäder and every term by Stockholmshem.

The motion proposes that the City of Stockholm establish long-term cooperation with associations and other nonprofit organizations offering homework help in socioeconomically disadvantaged and overcrowded areas, and lend out school and other premises in the evenings and on weekends. The City Executive Board proposes that the motion be considered answered, since schools are already required to offer at least two hours of additional study time per week for students in grades 4–9 and many libraries provide homework help; the Homework Help Foundation, however, is supportive and states that it already assists 210 students at 14 Stockholm schools during the 2025/26 school year.

Jan Jönsson and André Nilsson (the Liberals) propose allowing more actors, including private companies, to build Stockholm Houses according to the same basic standards and conditions, in order to increase the pace of construction, reduce costs, and create more affordable rental housing. The City Executive Board proposes that the motion be considered answered, since the model has already been opened up through a dynamic purchasing system since 2021, increasing the number of qualified contractors from three to twelve.

Sara Svanström (L) proposes that Stockholm map dangerous pedestrian crossings, prioritize those needing action first, and implement measures such as better lighting, clearer markings, audible signals, and raised crossings. The City Executive Board proposes that the motion be considered answered, since the Traffic Committee is already working on similar measures and, under the 2026 budget, will map safety at the city’s crossings; around 330 locations have so far been rebuilt, and the work on the speed plans is expected to be completed in 2027.

Jan Jönsson and Sara Svanström (the Liberals) propose a digital map function that compiles up-to-date information on roadworks, closures, traffic restrictions and available loading zones to facilitate deliveries to Stockholm’s shops. The City Executive Board proposes that the motion be considered answered, since the city already uses trafiken.nu and open data, but suggests that existing solutions could be further developed.

Jan Jönsson (L) proposes that all city schools be equipped with individual shower stalls, as some students feel unsafe or fear being photographed in the showers and therefore avoid showering or fully participating in physical education. The City Executive Board proposes that the motion be considered answered, since the Education Administration is already reviewing safer, more privacy-protective solutions, with shower stalls as one possible option; immediate installation in all schools would require additional resources.

The Liberals propose that Stockholm develop a strategy to keep rents in assembly halls, association premises and civic centres as low as possible. The City Executive Board proposes that the motion be considered answered, as the city is already investigating a model in which the Cultural Affairs Committee could become the primary tenant and use association grants, while the city cannot control rents set by private property owners.

A motion proposes that the City of Stockholm identify a site for a long-range shooting range for hunters and sport shooters, while also strengthening preparedness. The City Executive Board proposes that the motion be considered answered, as such a range requires large areas, extensive safety distances and noise protection, while the city’s land is already needed for housing, nature and recreation; regional cooperation or an indoor facility may be more feasible.

A motion proposes that Carl Bonde’s Forest in Hässelby be exempted from development and protected as a municipal nature reserve. The City Executive Board proposes that the motion be considered answered, as the city believes that the ongoing planning along Lövstavägen can provide housing in areas with lower nature values while preserving the forest’s most important ecological connections; a nature conservation strategy and a new comprehensive plan will guide future protection.

The motion proposes that the City of Stockholm begin LGBTQ+ certification of home care services and cooperate with advocacy organizations so that older LGBTQ+ people receive safe and respectful treatment in their homes. The City Executive Board proposes that the motion be considered answered, as the city already provides training, certification, and an action plan for LGBTQI people’s rights, while also proposing to further develop this work.

Jonas Naddebo (C) proposes that the city investigate water areas for floating football pitches, including at Söder Mälarstrand and Liljeholmskajen, to create more sports facilities without taking land from housing or parks. The City Executive Board proposes that the motion be considered answered, since the issue is already part of the city’s planning, but several referral bodies believe that water-based solutions could be a complement and that costs, safety, accessibility, environmental impact, and winter storage need to be investigated.

The Liberals propose that the city investigate the obstacles faced by associations and how rules, grants, bookings, and collaboration can be simplified, with the aim of making Stockholm home to Sweden’s best environment for associations. The City Executive Board proposes that the motion be considered answered, since the city is already working on these issues and will develop an association policy in 2026; at the same time, referral bodies point to the need for clearer information, simpler applications, and more long-term financial support.

Sergej Salnikov (SD) proposes a two-year pilot project allowing Stockholm residents to help decide how part of the municipality’s funds are spent, based on the Swedish Association of Local Authorities and Regions (SKR) model. The City Executive Board proposes that the motion be considered answered, since Stockholm already uses participatory budgeting and carried out 17 projects in 2023–2025, including in Skärholmen, where residents voted on fruit trees and berry bushes in Bredängsparken.

A motion by Annika Elmlund and Christoffer Hökmark (M) proposes illuminated, staffed safety kiosks where police officers, security guards, field assistants and other professionals can work together and assist residents, inspired by solutions in Tokyo and Frankfurt. The City Executive Board proposes that the motion be considered answered, as the city considers its existing mobile safety work and local partnerships to be functioning well and therefore does not see a general need for permanent kiosks; Sergels torg is mentioned as an example of a shared facility.

The motion proposes that the amphitheater in Rålambshovsparken be available year-round for informal sports, with dancing in summer and ice skating in winter. The City Executive Board proposes that the motion be considered answered, since the Kungsholmen District Administration has already built a dance floor and plans to continue flooding the gravel court to create ice when the weather permits.

Jan Jönsson (L) proposes that the City of Stockholm develop clear guidelines and support materials so that political youth organizations can participate safely in schools, for example through debates, classroom presentations, and information tables. The City Executive Board proposes that the motion be considered answered, since support materials already exist and the Education Act states that the principal decides whether political parties should be invited; the motion will be considered by the City Council.

Jan Jönsson (L) proposes a system that alerts authorities when a pupil is withdrawn from a school without being enrolled in another, as well as a block on such withdrawals. The City Executive Board proposes that the motion be considered answered, since Stockholm already has system support, absence procedures and blocks in municipal compulsory schools; the Social Services Committee meanwhile calls for a national system covering both municipal and independent schools.

The Liberals propose that the city develop a plan to make Odenplan a greener and more vibrant square, with features such as market stalls, cultural activities and outdoor dining. They also want the possibility of closing the section of Upplandsgatan between Odenplan and Gustav Vasa Church to be investigated, but the City Executive Office considers the street necessary for public transport and says that broader development may only be possible after the Roslagsbanan railway extension to the City is completed. Meanwhile, the Traffic Office plans to add more greenery and flowers to the square in summer 2026.

The motion proposes more summer pedestrian streets and summer squares in Stockholm, taking into account public transport accessibility and dialogue with residents, businesses, and other stakeholders. The City Executive Board proposes that the motion be considered answered, as the city is already expanding the initiative: in summer 2026, a total of 64 locations are planned, including new summer pedestrian streets on Humlegårdsgatan and possibly Sankt Paulsgatan.

Gabriel Kroon (SD) proposes that Stockholm use the city’s public advertising spaces for a campaign on how to recognize a stroke and quickly call 112. The City Executive Office and the City Executive Board propose that the motion be considered answered, since Region Stockholm has primary responsibility for health and medical care, but the city can assist through information channels such as libraries and citizen service offices if the region requests it.

Claes Nyberg and Kristin Jacobsson (Centre Party) propose that Stockholm introduce screening of students’ mental health as part of the regular health check-ups provided by student health services, and offer all students in Year 7 an initial individual meeting with a school counsellor. The City Executive Board proposes that the motion be considered answered, since students already have health visits in Years 1, 4 and 8 that include questions about mental health and can contact student health services or the school counsellor when needed.

Jonas Naddebo (C) proposes that Stockholm increase its use of green roofs and walls to help manage stormwater, reduce urban heat and strengthen biodiversity. The motion proposes that green roofs be considered as a starting point for new municipal construction, that suitable existing properties be identified and that property owners receive more guidance. The City Executive Board proposes that the motion be considered answered, since the city already uses a green space factor and believes each site should be assessed based on factors such as technology, cost, cultural heritage and the possibility of installing solar panels.

Svante Linusson and Jonas Naddebo (Centre Party) propose that Stockholm introduce an interactive map showing snow removal, gritting and salted street cleaning in real time, and share the information as open data via an API. The City Executive Board proposes that the motion be considered answered, as the city first needs to clarify responsibilities, data quality and ownership of the information, and investigate security, cost and work-environment issues.

The motion proposes developing Högdalstopparna into an open and more accessible outdoor and recreational area, with features such as activity areas, cycling trails, and better opportunities for adapted sports. The City Executive Board proposes that the motion to widen Klarastrandsleden to three lanes, with a reversible middle lane and a possible parallel cycle path, be considered answered. The motion proposes renovating Vanadis Hotel at Vanadisbadet in Vasastaden and giving it a new use after it has stood vacant since 2018. The aim is to protect biodiversity, recreational opportunities, and the forest’s role as a green corridor and carbon sink. Gabriel Kroon (SD) proposes that the Cultural Affairs Committee investigate whether City Hall’s façade could be used for large-scale projections, as during Nobel Week Lights, continuously from November to March. Jan Jönsson, Björn Ljung and Elin Hjelmestam (the Liberals) propose that Stockholm develop a strategy for construction with lower climate impact, particularly using timber or other materials with at least equally good climate performance. The City Executive Board proposes that the motion be considered answered, as the city considers the Climate Action Plan 2030 and existing requirements to already provide a coordinated strategy; the city is working, among other things, on climate limits and more land allocations for cross-laminated timber buildings.

The motion proposes resuming planning for Södertäljevägen and transforming the roadway into a green urban street that better connects Liljeholmen, Årstadal and Marievik. Currently, three municipal upper-secondary schools offer the humanities programme, and around 160 eligible students in the region list the programme as their first choice.

Jan Jönsson (L) proposes that Skolfastigheter i Stockholm AB (SISAB) take greater financial responsibility for schools’ working environment and security, including access-control systems, ventilation, sound insulation, and kitchen investments. The City Executive Board proposes that the motion be considered answered while the agreement is under review; the Education Administration supports centralized responsibility for access-control systems but warns that general responsibility could increase rents and reduce schools’ flexibility.

Jan Jönsson and Anne-Lie Elfvén (the Liberals) propose a joint, governing action plan for a “District Renewal” in Stockholm’s vulnerable areas, including Skärholmen, Hagsätra-Rågsved and Hässelby-Vällingby. The plan would coordinate efforts in safety, schools, social services, housing, the urban environment, culture and public services, with clear goals, milestones, responsibilities and follow-up. The City Executive Board proposes that the motion be considered answered, as the city considers that work is already underway in the four focus areas of Järva, Hagsätra-Rågsved, Skärholmen and Farsta.

The motion proposes that music rooms in Stockholm’s schools be made available as rehearsal spaces after school hours, as the city has fewer than 160 available rehearsal spaces while many young people want to play music. The City Executive Board proposes that the motion be considered answered, since an interdepartmental steering group is already working to open more school premises to associations and cultural activities; music rooms could eventually be rented out, but rules concerning responsibility, equipment, costs and access systems must first be clarified.

The motion proposes that Stockholm develop a specific strategy for detached and terraced houses, including identifying suitable areas and creating more small-scale housing. The City Executive Board proposes that the motion be considered answered, as the city already has guidance for low-density housing areas and intends to address the issue through the new comprehensive plan; work is also underway on space-efficient urban terraced houses.

A motion proposes measures against illegal street racing on Strandvägen, which is reported to cause high speeds, noise and insecurity. The City Executive Board proposes that the motion be considered answered, since the city has already introduced speed bumps and changed traffic lights, plans to reintroduce temporary barriers in summer 2026, and will continue its dialogue with the Police; the proposers also want more security guards, speed and noise cameras, and, if necessary, an investigation into closing the street to private cars at night.

A motion by Andréa Hedin (M) proposes that primary and lower-secondary pupils should not be allowed to take personal tablets or computers home, that homework in the early grades should mainly be completed using books, paper and pen, and that the city develop common, age-appropriate guidelines for digital tools. The City Executive Board proposes that the City Council consider the motion answered, as the City Executive Office and the Education Committee assess that digital tools should be used when they support learning and may be necessary for pupils with disabilities.

Jonas Naddebo (C) proposes a strategy for so-called Privately Owned Public Spaces (POPS), such as squares, passageways and green areas that are privately owned and managed but open to the public. The motion also calls for the City to investigate whether property owners could receive increased building rights or other incentives in exchange for high-quality public spaces; however, the City Executive Board proposes that the motion be considered answered by referring to existing work and place-based collaboration.

Jan Jönsson and Isabel Smedberg-Palmqvist (L) propose that Stockholm develop a strategy for more art and culture in residential care homes, so that older people have more equal access to activities such as music, theatre, art and creative pursuits. However, the City Executive Board proposes that the motion be considered answered, since the city is already working through the Culture for Older People model, under which more than 400 cultural programmes were held in 2024, and believes this work should be developed without a new specific strategy.

Jan Jönsson (L) proposes that Stockholm investigate whether school transfers in compulsory schools should be limited to fixed periods, with exceptions, for example, when a family moves or when a student needs to transfer for serious reasons. Since autumn 2024, Stockholm has had four central school-transfer periods, but the City Executive Office and the Education Committee assess that the law does not allow the municipality to completely stop transfers during the school year; the City Executive Board therefore proposes that the motion be considered answered.

The motion proposes a strategy for small pocket parks in new residential areas, identifying suitable locations in the existing city and creating more plant walls. The City Executive Board proposes that the City Council consider the motion answered, since the city already works with microparks, green spaces and vegetation but considers a separate pocket park strategy unnecessary; among other examples, new or planned green spaces exist in Järva and on Regeringsgatan.

A motion proposes that the Real Estate Committee develop a pilot project for beekeeping on the city’s properties, with rules on suitable locations, the number of beehives, safety, and flowering plants and nesting sites for wild pollinators. The motion proposes safer and easier cycling throughout Stockholm, including better signage, more and better-maintained cycle routes between the inner city and outer areas, and 10,000 new bicycle parking posts. Jonas Naddebo (C) proposes simpler rules and permits for restaurants, nightclubs and live music venues, including removing or changing the kitchen requirement and the notification requirement for dancing, as well as introducing more flexible opening hours. The motion also proposes free, one-metre-wide outdoor dining areas open year-round, called the “Stockholm Metre,” and urges the city to press the government to change national regulations. The City Executive Board proposes responding to the motion by referring to the city’s ongoing work, since several changes require national legislation and permits are needed to ensure safety, access and accessibility.

Kristin Jacobsson (Centre Party) proposes the Vinterhjälpen pilot project, which would allow older people to receive help with snow clearing and gritting outside their homes during the winter, without an individual needs assessment. Jan Jönsson, Isabel Smedberg-Palmqvist and Björn Ljung (L) propose that the Property Committee and the Cultural Affairs Committee develop a joint strategy for Stockholm’s artists’ studios, so that the premises can be managed in a more coordinated way and provide artists with reasonable working conditions. The City Executive Board proposes that the motion be considered answered, since much of it is already covered by the Studio Strategy 2024–2026, which aims to create at least 200 new workspaces and has so far resulted in nearly 50 new studio spaces; at the same time, there are concerns about renovation needs and high rents.

Jonas Naddebo (C) proposes that Stockholm strengthen the city’s 31 safety points through more and better geographically distributed locations, clearer signage, adequate staffing and equipment, and more information for residents. Jan Jönsson and Isabel Smedberg-Palmqvist propose that the city identify more suitable locations for street art in the outer districts, in consultation with district councils, businesses and residents. The City Executive Board proposes that the motion be considered answered, since the city already has a strategy for mural paintings and several ongoing initiatives, including in Snösätra, Tensta, Farsta and Husby; the Traffic Committee also has SEK 60 million to activate public squares during 2024–2026.

The motion proposes that the City of Stockholm support and cooperate on building the Eastern Link, a planned road tunnel between Frihamnen and western Nacka that would connect the Northern and Southern Links. Supporters argue that the tunnel could reduce through traffic, congestion, and travel times, while the City Executive Office and the Traffic Committee warn of increased car traffic, high costs, and the risk of displacing other approved public transport projects; the City Executive Board therefore proposes that the motion be answered without approval.

The motion authors Gabriel Kroon, Mats Johnsson and Tapani Juntunen (Sweden Democrats) propose halting the planning and detailed development plan for up to 140 homes at Klubbensborgsbacken in Mälarhöjden. They argue that the construction could affect woodland, Brådstupsparken, stormwater management, natural values and the character of the area; the city administrations instead propose continuing the planning process under the usual rules, first compiling and considering views received during the consultation.

The motion by Björn Ljung and André Nilsson (L) proposes that detailed development plan fees be divided and paid at different milestones, particularly to help smaller developers manage cash flow and make housing construction more stable during an economic downturn. The City Executive Board proposes that the motion be considered answered, since the city already invoices continuously throughout the planning process and considers planning fees to make up only a small part of developers’ costs.

The City Council will consider a motion from Gabriel Kroon and Mats Johnsson (Sweden Democrats) to halt housing planning on the privately owned Lågbron 1 property in Långbroparken. The proposed detailed development plan includes 12 terraced houses and a new café building, while the motion’s authors want to preserve the existing house, greenhouse, and garden; the City Executive Board proposes that the motion be answered by referring to the ongoing planning process.

The motion proposes that Stockholm create an education centre, Viva Lyceum Health and Social Care, where upper-secondary students and adult learners could study together, for example at Kungsholmen’s Västra Gymnasium. Jan Jönsson (L) proposes that the City of Stockholm survey all schoolyards and renovate them so that students, parents and staff with different abilities can use them. The Education Committee is positive but emphasizes that assessing around 140–150 schoolyards requires resources, and the City Executive Board proposes that the motion be considered addressed with reference to the city’s ongoing work; since 2015, around five schoolyards per year have been rebuilt, and 13 have been renovated during the current term.

The motion proposes that Stockholm place a vocational programme at one or more popular upper-secondary schools in the inner city with an academic profile, develop a strategy to make vocational programmes more attractive, and provide further training for career and study counsellors together with the Swedish Association of Local Authorities and Regions (SKR). The City Executive Board proposes that the motion be considered answered, since the city is already implementing similar measures and has started a sales and service programme at Bromma Upper-Secondary School, where all places are filled.

The motion proposes developing the amphitheater in Rålambshovsparken into a year-round meeting place, for example with a café, dance floor, and ice rink, to make the area livelier and safer. The city is already working on clearing bushes, renovations, lighting, a dance floor, and an ice rink, but café operations require interest from businesses and permits; the City Executive Board therefore proposes that the motion be considered answered.

The motion proposes that the City of Stockholm conduct its own investigation into its responsibility for the Eolshäll boys’ home, where many boys were abused during the 1970s–1990s, and examine financial compensation and other support for those still living. Instead, the City Executive Board proposes that the motion be answered by referring to previous investigations, as the City Executive Office and the Social Affairs Committee believe that responsibility and compensation should be investigated nationally by the state.

The motion proposes that Stockholm establish a research hub where social workers and researchers work more closely together, and that social interventions be evaluated more clearly and linked more closely to research. The City Executive Board proposes that the motion be considered answered, since the city already collaborates with universities and wants to develop more flexible forms of research, evaluation, and evidence-based work in social services.

The motion proposes a comprehensive upgrade of Valhallavägen from Roslagstull to Hakberget, with more greenery, playgrounds, and areas for informal sports, potentially by moving parking spaces into garages. It also calls for a continuous, traffic-separated cycle route and improved lighting, cleaning, and winter maintenance. The City Executive Board proposes responding by referring to ongoing and already approved measures, as a larger project is considered costly and other areas are given higher priority.

The motion proposes giving Stockholm City employees the opportunity to take leave from their jobs to become foster families, with the city regularly informing them about this option. The proposal is being considered against the shortage of foster families; the City Executive Office and several committees also point to costs and risks to staffing, while the city is already planning expanded recruitment and support for foster families.

Jonas Naddebo and Svante Linusson (Centre Party) propose that Stockholm investigate a small-scale pilot project with self-driving vehicles in cooperation with Waymo. The project would examine safety, climate benefits and congestion, but the City Executive Board proposes that the motion be answered by referring to the city’s ongoing research, networks and discussions; several referral bodies also want to await more knowledge and the authorities’ investigations.

The motion proposes that the city prioritize the renovation and maintenance of buildings of cultural and historical significance, review budget priorities, and investigate the creation of a heritage fund. The aim is to ensure that associations, such as Södergården and organizations operating at Kristinehov Manor, are not forced to leave because of sharply increased rents following renovations; instead, the City Executive Board proposes that the motion be considered addressed by referring to the city’s ongoing work on a new rent model.

The motion proposes that the City of Stockholm strengthen protection for privately owned buildings of cultural and historical value through new strategies, clearer guidelines, and better opportunities to intervene in cases of neglect. The Hedvig 7 property, also known as Spånga Järn- och Färg, is highlighted as an example following a fire and deterioration. The City Executive Board proposes that the motion be considered answered, while the city may review its procedures and supervision within the existing Planning and Building Act framework.

The City Council will consider a proposal to investigate a 2–3-kilometre multi-use track for skiing in winter and, for example, roller skiing, cycling and parasports in summer. The track is proposed to be traffic-free, lit, relatively flat and close to public transport, with possible locations at Högdalstopparna, Sjöängens BP or another suitable site; the Sports Administration also believes Ågesta outdoor recreation area should be examined, while Sjöängens BP is considered less suitable. Hanna Wistrand (L) proposes that the city investigate restart support for sports clubs affected when facilities are closed for renovations, and develop a long-term plan for more sports grounds and temporary premises. The City Executive Office and the Sports Committee refer to existing rent support, compensation times, and relocation solutions, and the City Executive Board proposes that the motion be considered answered rather than result in new assignments.

André Nilsson (L) proposes that the city investigate the possibility of creating an artificial surf wave at Slussen for recreation, tourism, and events. Previous studies indicate that it may be technically feasible, but safety, environmental impact, costs, and effects on water regulation and boat traffic require further investigation; the remaining technical study is estimated to cost SEK 700,000–1,000,000.

The motion from Jan Jönsson and Sara Svanström (Liberals) proposes the “Safe School Routes” initiative to make children’s journeys to and from Stockholm’s schools safer year-round. The proposals include safer pedestrian crossings, improved lighting, more walking and cycling paths, lower speed limits, and better snow removal, with SEK 10 million in additional funding; the City Executive Board proposes that the motion be considered answered, as the city is already implementing similar measures, including at 7–10 of approximately 270 compulsory schools each year.

The motion proposes that the City investigate whether surplus food from schools, care homes and other facilities could be freeze-dried, test the method in selected schools, and establish a municipal stockpile of freeze-dried food for emergencies. The City Executive Board proposes that the motion be considered answered, since the City is already working to reduce food waste and is building up local and central emergency stockpiles; the Education Committee also considers that a pilot project would require costly specialist equipment.

Jan Jönsson and Sara Svanström propose targeted measures to ensure that everyone can move around Stockholm safely and independently, whether walking, cycling, using a wheelchair or pushing a pram. The motion highlights, among other things, construction bags blocking pavements and pedestrian crossings, as well as inadequate snow clearance and de-icing; the City Executive Board instead proposes that the motion be considered answered, since the city is already addressing these issues, including through a pilot project in which 597 construction bags were marked and 554 removed, as well as expanded gritting and salting.

Mikael Valier Furtenbach (KD) proposes that Stockholm introduce a special architecture zone in the city centre and older stone-built suburbs, for example within the toll boundaries, to guide the height, volume, materials and design of new buildings so they fit better into historic environments. The City Executive Board proposes that the motion be considered answered, since the city already has laws, the comprehensive plan, building regulations and an architecture policy intended to protect the cultural environment; several referral bodies also stress that both older and more recent architecture need to be safeguarded as the city develops.

The motion proposes that Stockholm ensure potential victims of human trafficking receive at least 30 days to consider their situation, with a temporary residence permit and prompt access to safe housing, legal advice, healthcare, psychological support, an interpreter, and financial assistance. The City Executive Board proposes that the motion be considered answered, as the city is already working on the issue and revising its anti-trafficking programme, while several referral bodies are calling for clearer guidelines and greater support.

The motioners Jan Jönsson and Anne-Lie Elfvén (Liberal Party) propose that Stockholm investigate the living conditions and health of older LGBTQI people and require LGBTQI competence in the procurement of eldercare services. They also call for ongoing training for staff in home care and residential care homes. The City Executive Board proposes that the motion be considered answered, since the city is already working on inclusive treatment, training, and requirements for providers, including through the proposed action plan for equal rights and opportunities for LGBTQI people to 2030.

The motion proposes that all preschools in Stockholm should have better opportunities to grow plants as part of their teaching, including through cooperation with allotment associations, housing cooperatives, and parks. The City Executive Board proposes that the motion be considered answered, as the city is already working on greener preschool yards, new guidelines for play value, and the Sustainable Preschool project, while allowing preschools to adapt their activities to local conditions.

Claes Nyberg (C) proposes that children should receive sibling priority for preschool if a sibling already attends an organizationally or geographically linked compulsory school. The proposal aims to make drop-offs and pick-ups easier for families, but the City Executive Board recommends responding to the motion without implementing it, as it would require extensive investigations, new digital systems, and changes to the rules.

The motion proposes developing Odenplan into a greener, safer and more vibrant square, in cooperation with Region Stockholm. It also calls for the bicycle garage to be better adapted to demand for electric bicycle spaces and bicycle boxes. The Traffic Office considers that a major reconstruction should wait, as the new metro line to Arenastaden may affect the area, but plans to add more trees nearby and some additional greenery in the square.

The City Council will consider a proposal to plan a new Stockholm Exhibition in 2030, one hundred years after the 1930 exhibition. It is intended to bring the city, businesses, the cultural sector, researchers and civil society together around architecture, design, sustainable construction and Stockholm’s future; Stockholm Business Region, together with several city offices, has already begun investigating the planning and potential collaborations.

Jonas Naddebo (C) proposes investigating a possible merger of Stockholm’s three municipal housing companies—AB Familjebostäder, AB Svenska Bostäder and AB Stockholmshem. The aim is to reduce costs, make construction and management more efficient, strengthen climate efforts and create more affordable housing; however, the City Executive Board proposes that no separate investigation is needed because the companies already cooperate.

Jonas Naddebo (C) proposes that Stockholm introduce a sports standard, ensuring that land for sports halls, swimming pools and other sports facilities is planned early when new areas are developed. The proposal covers, among others, Frihamnen, Värtahamnen, Loudden, Älvsjödalen and Slakthusområdet, and would also allow private actors and sports clubs to participate earlier in the planning; the City Executive Board proposes that the motion be answered by referring to the city’s current strategies and planning work.

The City Council will consider a motion to find a long-term sustainable location for Örnsberg Canoe Club’s activities and a shared clubhouse. The proposers, Gabriel Kroon and Mats Johnsson (Sweden Democrats), propose stopping the planning of accommodation under the Act concerning Support and Service for Persons with Certain Functional Impairments (LSS) in Lammholmen, as they consider the site unsuitable and believe that natural areas could be damaged and that noise, vibrations and water accumulation could cause problems. The City Executive Board instead proposes that the project continue to be examined through the detailed development planning process, including investigations into noise, natural values, ground stability and stormwater; consultation is planned for spring 2026.

The motion proposes that Stockholm sign the cooperation agreement with Kyiv and establish a recurring process enabling municipal administrations and companies to donate equipment they no longer need to Ukraine’s reconstruction. The City Executive Board proposes that the motion be considered answered, since the city already supports Ukraine and is investigating donations based on Ukraine’s actual needs; an agreement should be signed when deemed possible.

Andréa Hedin and Per Rosencrantz (Moderate Party) propose that Stockholm map honour-related violence and oppression at least once per electoral term, from compulsory school through upper secondary school, to monitor developments and improve support and preventive measures. The City Executive Board proposes that the motion be considered answered, since the city already has budget management, internal controls and municipal auditing; according to the deputy mayor, a new function could create duplication and more bureaucracy.

The motion proposes that the City support more innovative housing models, investigate regulatory and organizational barriers, and adapt its land policy to promote socially and economically sustainable housing. One example is the Kymmendö model in Farsta strand, where needs-based allocation, different rent levels, and shared spaces are intended to make secure housing more accessible to people with limited finances or short waiting times. The City Executive Board proposes that the motion be considered answered because work is already underway through the city’s procurement organisation, while the Property Committee points out that a joint strategy could generate substantial savings, although overly standardised services could reduce flexibility.

The motion proposes that Stockholm identify underused spaces and transform them into green meeting places, mini-parks, new quays, and urban swimming areas. It proposes assigning the Exploitation Committee and City Planning Committee to identify suitable sites and having the city develop an action plan, but the City Executive Board proposes that the motion be considered answered since similar work is already underway through initiatives such as Greener Stockholm.

The motion proposes that the City Planning Committee and the Exploitation Committee develop an action plan for more row houses and row-house-style homes, partly to give families with children more spacious housing options and reduce overcrowding. The motion proposes that all upper-secondary students in Stockholm should have the opportunity to visit a university at least once before graduating, that cooperation with institutions including Stockholm University and KTH Royal Institute of Technology should be strengthened, and that the effects should be monitored. The City Council is proposed to adopt a detailed development plan for the area around the Stubinen block in Liljeholmen. The plan enables approximately 67,000 square metres of retail and other centre-related services, offices, healthcare, a hotel and a preschool, mainly by covering over the metro tracks; the area would also receive a new indoor passage linking Liljeholmstorget, Trekantsparken and Nybohovsbacken. The proposal includes no new housing, and comments concerning tall buildings, shadowing, safety and construction disruptions have been received, but are not considered grounds for fundamentally changing the plan.

The City Council is proposed to adopt a detailed development plan for Beckholmen that protects the island’s cultural heritage while allowing the shipyard operations to develop. The plan permits new shipyard and workshop halls, quays, jetties and an expansion of Gustav V’s dock, while a park with walking paths will ensure public access; environmental impacts such as noise, pollution and effects on the aquatic environment will be addressed through specific measures.

The City Council is proposed to adopt a detailed development plan for Kylhuset 26 and surrounding properties in the northern Slakthus area and parts of the Globen area in Johanneshov. The area will be transformed from primarily industrial use into a mixed urban district with approximately 140,000 square metres for offices, retail and services, small-scale manufacturing, and an upper secondary school, along with new and upgraded streets, squares, and parks. Buildings of cultural and historical value will be preserved and carefully renovated, while the plan also confirms the possibility of a new metro line through the area.

The Municipal Executive Board proposes that the City Council approve a revised plan for expanding water and sewage infrastructure in Centrala Bromma, Riksby. The plan would enable approximately 1,450 homes and commercial premises across 16 blocks, with an estimated investment of SEK 636 million, construction scheduled to begin in 2029 and completion around 2038; the solution takes into account geotechnical risks, Bromma Airport, and the need to manage stormwater.
