Skarpnäck District Administration proposes that the committee approve the report on 23 decisions under the Social Services Act (SoL) and the Act concerning Support and Service for Persons with Certain Functional Impairments (LSS) that could not be implemented within three months during the second quarter of 2026. Nine decisions have been implemented, ten remain unimplemented, and four were closed without the service being provided; the administration says those affected receive compensatory support at home while they wait.
Skarpnäck District Administration proposes that the committee approve the monthly report for January–September 2026. The forecast shows a surplus of SEK 21.2 million before and SEK 22.2 million after transfers, while investments are expected to remain within budget; care for older people is forecast to have a surplus of SEK 14.7 million and preschools a deficit of SEK 1 million.
Stockholm is proposed to receive an updated action plan with 25 activities to prepare for heatwaves, cloudbursts and other climate changes, and to protect people, essential public services and the city’s property. The City proposes common guidelines for how preschools should identify children’s need for special support, plan interventions and follow up on them. Skarpnäck District Administration supports the proposal but wants cooperation with Region Stockholm and certain terms to be clarified; the committee will consider the administration’s consultation response.
A resident proposes a dance floor of about 30 square metres in Skarpaby park playground for folk dancing, traditional dancing and activities such as gymnastics and yoga. The Skarpnäck District Administration recommends rejecting the proposal because the park was recently renovated, a dance area already exists near Skarpnäck Cultural Centre, and a new facility would entail construction and maintenance costs.
Skarpnäck District Administration proposes that the citizen proposal for a hobbyhorse course be partly approved. Instead of a permanent course, the leisure equipment library could lend out hobbyhorses and portable obstacles for use in parks and recreation areas; the possibility of a permanent course should also be considered during future major park renovations.
The administration proposes changes to the delegation rules for preschool and the central placement function in Skarpnäck District Council, to clarify responsibilities and decision-making processes. The proposals include removing certain decisions, allowing assistant principals or department heads to make some decisions, and introducing new rules on matters such as delayed settling-in and exceptions to the order of priority.
The Skarpnäck District Administration proposes a new partnership with Föreningen Ute for 2027–2028, with activities in places including the Flaten Nature Reserve. The administration proposes that Anton Ullvin and Beatrice Kolijn leave the joint disability issues council for Skarpnäck, Enskede-Årsta-Vantör and Farsta. Patrik Forslin and Robert Eklund are proposed to replace them for the 2023–2026 term; the council provides support and advice on the city’s work for people with disabilities.
The Swedish Transport Administration proposes a pedestrian and cycle path and public transport measures along Road 260, Gudöbroleden. Following feedback, a pedestrian crossing will be moved near Skrubba Malmväg and a short pedestrian and cycle path is planned, causing greater encroachment on the Flaten Nature Reserve; the City of Stockholm supports the change but wants compensation for the impact and an insect survey. The City also wants the Swedish Transport Administration to consider extending the path to the reserve entrance.
Skarpnäck District Council approved the revised guidelines for grants to associations and made the decision effective immediately. The new guidelines clarify the requirements and application process, giving local associations clearer and more predictable decisions while aligning the process with the city’s new online service.
Skarpnäck District Council approved the 2026 interim report and decided, among other things, to apply for SEK 200,000 for municipal housing support and skills development, and to offer up to SEK 300,000 in additional grants to associations. The report assessed that most targets would be met, but that two operational targets and two council targets would be only partially met; the Centre Party and the Moderates reserved their positions, calling for concrete, time-bound measures for targets at risk of being missed.
Seven citizen proposals from Skarpnäck will be transferred to the district administration for processing. The proposals concern, among other things, hammocks by Kaninparken, larger and bird-proof waste containers, a pump track for children in Bagarmossen, a disc golf course in Nackareservatet, a permanent noticeboard at Skarpnäck Cultural Centre, and better signage and a more child-friendly playground and park environment in Pungpinan.
Skarpnäck District Administration proposes that the district council file its response to the inquiry *The Path Towards Phase-Out* (SOU 2026:33). The administration supports proposals for a fossil-free society, including more electrified transport and work machinery, but wants the transition to be socially fair and the municipalities’ costs for vehicles, contracted services, and charging infrastructure to be better analysed.
Skarpnäck District Council will consider a consultation response on proposals for a more equitable preschool system with better support for children’s language development. The proposals include smaller groups, higher staffing levels, requirements for staff proficiency in Swedish, and language-enhancing activities for up to 25 hours a week; the administration is largely positive but calls for state funding, clearer impact assessments, and the possibility of local adaptations.
The administration proposes that the district council approve the response to the letter about public toilets in Skarpnäck. The Traffic Office plans to install an accessible toilet unit in Bagarmossen town centre in February 2027, while the administration will place seasonal portable toilets near, among other locations, splash pools and bathing areas during the summer.
Skarpnäck District Administration proposes that the committee submit the official report as its response to questions about reports of concern from preschools and child health centres (BVC). There were 55 such reports in 2024, 48 in 2025, and 26 up to 18 August 2026; the administration describes cooperation as established but wants, among other things, to strengthen family treatment, staff knowledge, and preventive support for young children and families.
A citizen proposal suggests replacing the gravel pitch near Ystadsvägen at Nytorps gärde with artificial turf, so that children and adults can play football for most of the year. Skarpnäck District Administration recommends rejecting the proposal because the gravel pitch can be used for more activities, is close to residential buildings, and artificial turf or other plastic-based alternatives may contribute to the spread of microplastics; natural grass is considered too maintenance-intensive.
