Fixing Delayed Social Services and Disability Support

The Järva City District Council reported 37 decisions for social services (SoL) and support for the disabled (LSS) from Q4 2025 that could not be implemented within three months to the Health and Social Care Inspectorate (IVO); 23 of these are still awaiting implementation. The most common reasons are residents declining offers, lack of space, or complex needs, but the administration provides compensatory services while awaiting full implementation.
