Tunnel shelters: Can storm tunnels be used for safety?

The Sweden Democrats have motioned to investigate whether the work tunnels in thea new Östberga tunnel, built for storm water, could be used as shelters once construction is complete. The Real Estate Department states they cannot investigate this as the tunnel is not part of their portfolio, suggesting instead that the City Management Office's security department handle the matter.
